We are looking for an experienced Applications Development Manager to lead a software development organization in Milwaukee, Wisconsin. This role will guide engineering delivery, strengthen development practices, and ensure applications and data solutions are built with quality, security, and long-term business value in mind. The ideal candidate will bring strong technical leadership, team management experience, and the ability to align delivery priorities with organizational goals.
Responsibilities:
- Direct daily operations for the application development function, setting clear expectations, supporting team growth, and maintaining accountability for results.
- Define and enforce development standards, governance practices, and lifecycle procedures covering source control, testing, documentation, deployment, release coordination, and quality management.
- Lead architecture discussions, design evaluations, and code review activities to ensure solutions meet business needs, security expectations, and enterprise technology direction.
- Oversee disciplined configuration management for the policy administration platform, including versioning, traceable documentation, test validation, environment promotion, and controlled releases.
- Build and refine CI/CD processes that enable dependable and efficient movement of software changes from development through production environments.
- Provide leadership across application engineering, database development, database administration, data integration, and data migration initiatives.
- Collaborate with business stakeholders and technology partners to set priorities, assess requirements, evaluate solution approaches, and deliver effective technology outcomes.
- Establish practical methods for planning, assigning, monitoring, and completing project work, production support needs, policy administration conversion efforts, and strategic initiatives.
- Track operational and delivery metrics to improve quality, productivity, capacity planning, transparency, and continuous improvement across the team.
- Manage staffing strategies, budget considerations, and team enablement needs while recruiting, mentoring, and developing a collaborative, high-performing culture.
- Demonstrated experience leading software development teams and managing delivery within a structured project or application environment.
- Strong background in .NET and C# development, with hands-on familiarity using Visual Studio and Microsoft-based technology stacks.
- Experience establishing software engineering standards and overseeing code management, testing practices, release processes, and quality controls.
- Proficiency with Azure DevOps, CI/CD pipelines, and Agile delivery tools such as JIRA.
- Working knowledge of Microsoft Azure and Microsoft SQL Server in support of application and data-focused solutions.
- Ability to manage resource allocation, delivery planning, and budget-conscious execution across multiple priorities.
- Experience partnering with business and technical stakeholders to translate requirements into practical, scalable solutions.
- Strong leadership, coaching, and performance management skills with a track record of building accountable and effective teams.
