Position Overview
Halvik is seeking a hands-on ServiceNow Platform Architect who owns the end-to-end technical design of multiple applications on ServiceNow. The role delivers a FedRAMP-hosted, NIST SP 800-53 rev5 Moderate compliant platform internal users across multiple federal offices, holding large number of current and historical data. The architect is the guardian of the program's design principle: use out-of-the-box (OOTB) functionality first, configuration second, and customization only when necessary and approved by the Governance Board. Every design decision is weighed against upgrade impact, security, and the protection of employee and applicant PHI/PII.
Core Responsibilities
Architecture and Platform Governance
- Select and design the platform foundation (for example, HR Service Delivery case management and HR Agent Workspace), maximizing OOTB capability.
- Apply the OOTB → configuration → customization hierarchy to every requirement and document the rationale.
- Prepare upgrade-impact assessments for any proposed customization and present them to the Governance Board.
- Maintain the customization register: what was built, why, who approved it, and its upgrade risk.
- Enforce change control so preset record fields cannot be modified or deleted without Governance Board approval.
- Define coding, naming, update set, and instance (dev/test/prod) standards for the delivery team.
- Participate in technical design sessions and provide technical recommendations for new features and enhancements.
- Design Role-Based and Attribute-Based Access Control so data and document visibility changes by RA stage: submission, review, approval, denial, and Reconsideration.
Workflow, Notifications, and Reporting
- Review workflow designs for intake, QA/QC validation, approvals, and Reconsideration for maintainability and OOTB fit.
- Validate notification design for request initiation, expiring temporary accommodations, paused requests, and next-step readiness.
- Architect Performance Analytics dashboards that replace hourly PowerBI refreshes, including scoped reporting for OAs and the DRC.
- Design the central repository of preauthorized template forms and documents.
Delivery leadership
- Serve as technical authority for developers, integration engineers, and reporting developers; review designs and code.
- Translate business requirements from the Product Owner and Business Analysts into technical solutions and estimates.
- Identify technical risks early, propose options, and escalate decisions with clear trade-offs.
- Ensure the client-facing intake portal and internal workspaces meet Section 508 accessibility standards.
Minimum Requirements
- Education: Bachelor's degree in computer science, Information Systems, Engineering, or related field.
- Experience:
- Minimum of 8 years of software development experience, including 5+ years of ServiceNow development experience.
- Hands-on depth in ServiceNow HR Service Delivery or case management, Service Portal or Employee Center, Flow Designer, and Workspaces.
- Proven design of complex security models: ACLs, roles, data separation, and condition- or attribute-based access.
- Experience with ServiceNow encryption options (for example, Column Level Encryption Enterprise) and handling PII/PHI.
- Integration experience with IntegrationHub, MID Server, REST/SOAP, file-based (FTP/SFTP) transfers, and export sets.
- Experience designing for large data volumes: indexing, archiving, table rotation, and performance tuning.
- Experience with Performance Analytics and reporting architecture.
- Experience delivering production integrations and resolving complex system issues.
- Strong communication and problem-solving skills.
- Compliance: Must be eligible to obtain and maintain a Public Trust clearance.
- Certifications:
- ServiceNow Certified Technical Architect (CTA) or Certified Master Architect (CMA).
- ServiceNow Certified System Administrator (CSA) and Certified Application Developer (CAD).
- Certified Implementation Specialist in HR Service Delivery; Platform Analytics or Performance Analytics micro-certification.
Preferred Expertise
- Demonstrated success in Federal Contracting, particularly civilian agency IT modernization or Software Factory programs; prior DOT experience is a plus.
- Familiarity with Agile/Scrum team delivery and with FedRAMP-authorized environments such as AWS GovCloud.
- Prior work on federal ServiceNow instances (ServiceNow National Security Cloud or Government Community Cloud).
- Experience with reasonable accommodation, EEO, employee relations, or other sensitive HR case programs.
- Familiarity with Section 508 accessibility testing and records management schedules (NARA General Records Schedules).
- Experience migrating data from legacy case systems and replacing PowerBI reporting.
- Strong analytical and problem-solving capabilities.
- Excellent written and verbal communication skills.
