This role supports a high-visibility federal IT environment, working directly within the NASA SEWP program to bridge operational needs with technical delivery. The ideal candidate brings deep experience in federal IT environments, strong process documentation skills, and a proven ability to manage competing priorities across cross-functional teams. This role also supports testing, process improvement, and operational continuity initiatives.

Core Responsibilities

  • Strategic Execution: Lead the development and documentation of functional requirements, business process workflows, and standard operating procedures (SOPs) that translate stakeholder needs into actionable technical specifications across SEWP program initiatives.
  • Operational Oversight: Manage daily business analysis workflows including requirements gathering, gap analysis, and solution validation; ensure deliverables align with program timelines, contract milestones, and SEWP operational standards.
  • Collaboration: Coordinate with cross-functional stakeholders including SEWP PMO staff, Civil Servants, Contract Holders, IT development teams, and agency customers to align technology solutions with mission-critical business objectives and procurement requirements.
  • Technical Performance: Maintain and optimize process documentation, knowledge management systems, and SharePoint-based collaboration environments; support system integration efforts across SEWP VI applications including the Online Catalog, Quote Request Tool (QRT), and related platforms.
  • Requirements Management: Elicit, document, and manage business and functional requirements using tools such as Jira, Confluence, SharePoint, or equivalent platforms; maintain requirements traceability throughout the full project lifecycle.
  • Testing & Quality Assurance: Support user acceptance testing (UAT), system integration testing, and defect tracking; document test cases, results, and issue resolution to ensure solution quality prior to deployment.
  • Stakeholder Communication: Develop and deliver executive-level briefings, status reports, meeting facilitation materials, and stakeholder communications that clearly convey program progress, risks, and recommendations to leadership.
  • Requirements Management: Elicit, document, and manage business and functional requirements using tools such as Jira, Confluence, SharePoint, or equivalent platforms; maintain requirements traceability throughout the full project lifecycle.

Minimum Requirements

  • Education: Associate or bachelor's degree in information systems, Business Administration, Computer Science, or related field - or equivalent professional experience (candidates with demonstrated professional experience of equivalent scope will be considered).
  • Experience: Minimum of 5 years of professional experience in IT operations, service delivery, or systems analysis within an enterprise or federal government environment.
  • Technical Proficiency: Demonstrated proficiency with requirements and collaboration tools such as SharePoint, Confluence, Jira, or Azure DevOps; advanced knowledge of the Microsoft 365 ecosystem including Teams, Power Automate, Exchange, and Azure Active Directory; experience with process mapping, workflow design, and knowledge management systems.
  • Compliance: Must be able to obtain and maintain a Public Trust clearance; must meet all NASA SEWP / SITSS contract requirements and be available onsite in Greenbelt, MD for a minimum of 3 days per week.
  • Certifications: ITIL v4 Foundation or equivalent service management certification required; CAPM, PMP, CBAP, PMI-PBA, or CSPO certification strongly preferred (in-progress certifications considered).
  • Methodology: Strong understanding of IT project lifecycle management including planning, execution, risk mitigation, and stakeholder reporting; familiarity with Agile/Scrum and/or ITIL-aligned methodologies.
  • Communication: Excellent written and verbal communication skills with demonstrated ability to produce executive-level reporting, stakeholder briefings, technical documentation, and SOPs in a federal or enterprise environment.
  • Analytical Skills: Strong analytical and problem-solving abilities with demonstrated experience identifying operational gaps and implementing improvements in complex, multi-stakeholder environments.
  • Independence & Leadership: Proven ability to work independently, lead cross-functional teams, and manage multiple concurrent priorities in high-visibility, mission-critical setting.

Preferred Expertise
