Position Overview
Halvik is seeking a Senior Business Analyst / QA Analyst / Trainer to support the U.S. Department of Transportation (DOT) Office of the Chief Digital & Information Officer (OCDIO) Digital Factory capacity task order. Operating under DOT's IT Modernization Initiative (ITIM-2025-007) and the 2025–2029 "Path to 1DOT IT" strategy, the program delivers modernized, secure, and resilient applications through a Software Factory, Capacity-as-a-Service (CaaS) model. Halvik provides Agile Scrum teams for Development, Modernization, and Enhancement (DME) work, along with tiered Operations, Maintenance, and Enhancement (OM&E) support for a portfolio of DOT mission applications hosted within the USDOT IT security boundary.
This multidisciplinary role bridges business needs, product quality, and user adoption. The Senior Business Analyst / QA Analyst / Trainer translates business requirements into clear, testable backlog items; leads quality assurance activities under the program's Mandatory Iteration-Level Testing & Validation Framework; and develops training materials and delivers instructor-led sessions so stakeholders are fully enabled to use new or enhanced system capabilities. The position contributes directly to the end-client's objectives by ensuring that every release is accurate to mission requirements, meets the Definition of Done, keeps defect rates low, and is adopted successfully by DOT users.
Core Responsibilities
- Strategic Execution: Lead requirements elicitation during Discovery Sessions and ongoing backlog refinement, translating business needs into well-formed user stories with clear, testable acceptance criteria (including security-relevant criteria) that trace back to the MVP/MBI Roadmap and are ready for sprint planning.
- Operational Oversight: Manage day-to-day QA workflows across Development, QA, UAT/Staging, and Production environments. Ensure each backlog item, defect, enhancement, and release candidate meets the Definition of Done, with objective test evidence (executed scripts, screenshots, logs, and pass/fail results) attached to the Government-furnished Jira ticket before work is marked complete.
- Collaboration: Coordinate with the Government Product Owner, Operating Administration stakeholders, the Scrum Master, developers, and the ISSO to clarify requirements, run sprint demonstrations, coordinate user acceptance testing, and solicit user feedback. Organize that feedback in a clear, traceable way and manage it within Government-provided ticketing systems.
- Technical Performance: Plan and execute risk-based testing across the required categories, including smoke, end-to-end, scenario-based, persona-based, regression, integration/API, data integrity, Section 508 (WCAG 2.0 A/AA) accessibility, configuration, and release-readiness testing. Help keep the defect rate below the program's five percent Maximum Allowable Defect Rate (MADR) and monitor the health of the defect backlog.
- Test Documentation and Automation: Develop and maintain test plans, test cases, and scenario and persona scripts; document the rationale for any testing category not performed; and support the progressive transition from manual to automated testing as Government tools become available.
- OM&E Quality Support: Validate defect fixes, security patches, configuration changes, hotfixes, and minor enhancements for supported systems, ensuring smoke, end-to-end, scenario-based, and persona-based testing is completed and documented before deployment approval, including post-deployment validation in Production.
- Data Migration Validation: Support legacy modernization efforts by validating data mappings and transformations, performing pre- and post-migration checks and reconciliations, and coordinating Government user acceptance of migrated data before production cutover.
- Training Development: Develop and maintain formal training plans and materials, including user guides, quick reference cards, job aids, e-learning modules, and User's Manuals, updating them in parallel with major system releases and incorporating them into sprint planning.
- Training Delivery: Deliver instructor-led training (virtual or in-person) to groups of roughly 25–50 end users per major release, with demonstrations, Q&A, and hands-on exercises, and conduct train-the-trainer sessions for DOT personnel who will serve as subject matter experts within their Operating Administrations.
- Training Evaluation and Records: Provide training schedules, agendas, and materials to the Government at least two weeks before each event; maintain attendance records and submit them within five business days; and collect participant feedback through surveys or interviews to continuously improve training content and methods.
Minimum Requirements
- Education: Bachelor's degree in information systems, Computer Science, Business Administration, Education/Instructional Design, or a related field.
- Experience: Minimum of 7 years of professional experience in IT business analysis, software quality assurance, and/or end-user training, including at least 3 years supporting Agile Scrum teams in a Federal Government environment.
- Technical Proficiency: Advanced knowledge of Jira (including test evidence and defect tracking), Confluence, and Microsoft 365 (Word, Excel, PowerPoint, SharePoint, Teams). Hands-on experience writing user stories and acceptance criteria, developing and executing test cases, and producing training materials; working familiarity with Section 508 accessibility testing tools.
- Compliance: Must meet U.S. DOT contract requirements, including a favorable Public Trust background investigation and suitability determination.
- Certifications: One or more relevant certifications preferred, such as IIBA CBAP or CCBA, ISTQB Certified Tester, Certified Scrum Product Owner (CSPO), PMI-PBA, or DHS Trusted Tester for Section 508.
- Security Clearance: DOT Public Trust
Preferred Expertise
- Demonstrated success in Federal Contracting, particularly civilian agency IT modernization programs using Agile, Software Factory, or capacity-based delivery models; prior DOT experience is a plus.
- Familiarity with test automation frameworks and DevSecOps/CI-CD pipelines (e.g., Selenium, Playwright, Azure DevOps, GitHub Actions), as well as UAT coordination with Government stakeholders.
- Experience analyzing, testing, and training users on enterprise platforms used at DOT, such as Salesforce, Microsoft Power Platform, ServiceNow, Dynamics 365, or Appian.
- Experience with data migration validation, instructional design principles, and train-the-trainer programs.
- Strong analytical and problem-solving capabilities, with excellent written communication and presentation skills.
