Through centralized oversight and management of the MTA’s $68.4 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut. C&D is committed to delivering safe, innovative, and cost-effective capital projects that enhance the customer experience and strengthen the reliability and resilience of the MTA system.
Telework
This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Summary The function of the DSO is typically summarized by three interdependent roles: enabling, assuring, and optimizing program operations. The DSO enables the execution of project work by equipping the Business Units with project management and technical standards, processes, guidance, and information technology tools that enable their project teams and functions to deliver projects successfully. Vice President, Program Executive (Commercial), is responsible for managing capital project delivery working in the Delivery Services Office in the MTA Construction and Development (C&D) Delivery Department. This position is responsible for leading all aspects of commercial matters that ensure project delivery is efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines.
Responsibilities
The VP is responsible for developing and implementing a C&D-wide commercial management system.
The VP will provide vision and leadership for creating and implementing an agency-wide enterprise solution to allow more informed and transparent agency and project-level decision-making.

Program control responsibilities will include monitoring actual project performance; anticipating and forecasting potential claims; negotiating and resolving claims/disputes; ensuring proper processing of change orders, contract amendments, and payments; and monitoring recovery plans.
Contract management responsibilities will include oversight of contract procurement schedule and process, ensuring contract deliverables are received, ensuring MTA C&D compliance with its own contractual commitments and responsibilities, and tracking all contractual deadlines. Ensure review and approval of invoices and other charges are based on established procedures. Ensure that expenditures are appropriately charged.
The VP will interface with the Development department to ensure necessary funding is in place as required to not impede project progress and the Contracts department to ensure proper protocols are followed for contract procurements, change orders, and amendments.
The VP’s primary responsibilities are enumerated above; DSO team members frequently participate in activities outside of their primary functions and constantly coordinate with team members in different functions – this is the norm and not the exception.
