Scope
Independent purchasing and sourcing contributor responsible for supplier evaluation, commercial analysis, negotiations, risk management, and sourcing decisions or recommendations that materially affect cost, quality, inventory, and continuity of supply.
Position Summary / Essential Function
The Purchasing – Professional independently performs procurement and sourcing work for assigned commodities, suppliers, projects, facilities, or business units. The role evaluates sourcing alternatives, supplier capabilities, market conditions, total cost, commercial terms, and supply risks; determines or recommends appropriate courses of action; negotiates within delegated authority; and resolves complex commercial and supply matters. The position exercises discretion and independent judgment on matters that significantly affect operating cost, quality, inventory investment, supplier performance, customer commitments, and continuity of operations. Work is performed with general direction and in accordance with delegated authority, internal controls, and applicable policies; recommendations and decisions may be subject to higher-level review.
Key Responsibilities / Duties
- Independently manage purchasing and sourcing activities for assigned commodities, suppliers, projects, or facilities from requirements analysis through supplier selection, award, delivery, and resolution of significant issues.
- Develop sourcing strategies and requests for quotation or proposal; evaluate competing supplier responses, capabilities, capacity, quality history, financial and operational risk, and total cost of ownership; and select or recommend the course of action that best supports business objectives.
- Lead or independently conduct supplier negotiations within delegated authority involving price, lead time, payment terms, freight, minimum order quantities, warranty, service levels, and other significant commercial terms; recommend acceptance, rejection, or escalation of proposed terms.
- Exercise authority within assigned approval limits to issue purchase commitments, select approved suppliers, establish or revise order terms, and implement sourcing decisions. Matters outside delegated authority are analyzed and presented to management with a recommended course of action.
- Analyze spend, pricing history, demand patterns, market conditions, lead times, inventory exposure, and supplier performance to identify material cost, service, quality, and risk opportunities and determine appropriate actions.
- Assess supply continuity, supplier concentration, capacity, commercial, quality, and logistics risks; develop and implement mitigation, alternate-source, recovery, or escalation plans in collaboration with affected functions.
- Investigate and resolve complex invoice, receipt, quality, delivery, specification, capacity, and commercial disputes on behalf of the Company, including determining appropriate remedies, concessions, corrective actions, or escalation paths within delegated authority.
- Evaluate and qualify suppliers; lead onboarding, performance reviews, corrective-action follow-up, and business continuity planning; and determine when performance warrants development, reduced allocation, replacement, or management escalation.
- Provide procurement consultation and fact-based recommendations to Engineering, Quality, Operations, Finance, and Planning regarding new items, engineering changes, cost-reduction initiatives, make-or-buy evaluations, supplier selection, and sourcing risk.
- Interpret and apply purchasing policies, delegated authority, internal controls, contractual requirements, and ethical standards to varied and non-routine circumstances; identify material exceptions and recommend risk-based resolutions or policy exceptions for approval.
- Develop and present purchasing metrics, savings validation, forecasts, supplier risk assessments, and management reports that support planning and business decisions.
- Maintain purchase orders, pricing agreements, sourcing records, and ERP data as documentation of purchasing decisions and controls. Routine transaction maintenance is incidental to the role’s primary analytical, advisory, negotiation, and decision-making responsibilities.
- Perform other related duties consistent with the role, grade, and exempt administrative nature of the position.
Minimum Qualifications
- Associate or Bachelor’s degree in Supply Chain, Business, Finance, Engineering, or related field preferred; equivalent relevant experience may be considered.
- Four or more years of progressive purchasing, sourcing, materials, or supply chain experience preferred, ideally in manufacturing.
- Demonstrated experience with RFQs, bid analysis, supplier negotiations, and ERP purchasing transactions.
