We are seeking a Senior Oracle Functional Analyst – A2R (Acquire to Retire) to support the Defense Logistics Agency (DLA), the Defense Agencies Initiative (DAI), and participating Defense agencies in a complex federal fixed asset and Construction in Progress/Work in Progress (CIP/WIP) financial management environment hosted in Oracle Cloud Infrastructure (OCI).
This role is a functional SME responsible for standardizing, governing, and improving the Acquire to Retire (A2R) asset lifecycle, including CIP/WIP cost accumulation, Accountable Property System of Record/Enterprise Logistics Management System (APSR/ELMS) integration, capitalization triggers, depreciation, and asset retirement, across multiple agencies with varying levels of system adoption.
The analyst will play a key role in remediating non compliant asset processes, establishing repeatable asset lifecycle patterns, resolving CIP/WIP aging and stalled capitalization, and enabling Federal Financial Management Improvement Act (FFMIA) aligned financial reporting and audit readiness.
