Job Title: Project Engineer Marine Dock and TerminalJob DescriptionThis Project Engineer role serves as the single-point Owners Representative for a Great Lakes marine dock and terminal project. You will oversee engineering, design, construction, and startup activities, ensuring that marine, mechanical, piping, controls, and operational elements are fully integrated and executed to high quality standards. The position offers the opportunity to lead a high-impact, visible project that leverages a broad engineering background across refinery, terminal, and dock operations.
Responsibilities
- Serve as the primary Owners Representative for the Great Lakes marine dock and terminal scope, acting as the central point of contact for all project-related activities.
- Review and validate FEL/FEED and detailed design packages, including estimates, schedules, execution plans, and contractor deliverables, to ensure accuracy, completeness, and alignment with project objectives.
- Coordinate interfaces across marine, civil/structural, piping, mechanical, electrical, controls, operations, maintenance, environmental, regulatory, and commercial disciplines to maintain seamless project integration.
- Lead constructability, operability, and maintainability reviews to confirm that designs support safe and efficient construction, operation, and long-term maintenance of the dock and terminal facilities.
- Evaluate marine access and product-transfer systems, ensuring that loading, unloading, and transfer operations meet performance, safety, and regulatory requirements.
- Drive QA/QC and startup-readiness reviews, identifying gaps, risks, and required corrective actions to support a smooth transition from construction to operations.
- Monitor project scope, cost, and schedule, proactively managing risk and change, and providing concise leadership updates and recommendations to keep stakeholders informed and aligned.
- Oversee contractor execution and field quality, ensuring that work is built correctly per design, plot plans, and equipment layouts, and that construction management standards are consistently applied.
- Support construction, commissioning, turnover, and startup activities, including resolving refinery-to-dock interface issues and coordinating with operations and maintenance teams.
- Provide oversight for vapor destruction units added to marine docks, including design review, installation, commissioning, and startup, with particular focus on vapor recovery and destruction system performance.
- Provide oversight for additional dock flush tanks and associated piping, controls, utility, drainage, and operating systems, ensuring proper integration with existing terminal infrastructure.
- Apply marine permitting and regulatory knowledge to support approvals, compliance, and documentation for dock and terminal operations.
- Support brownfield project execution, managing work in and around existing refinery and terminal facilities while maintaining safe and reliable operations.
- Collaborate with vendors and contractors as needed, including occasional site or vendor visits for equipment checks and technical reviews.
- Contribute to continuous improvement by identifying lessons learned and best practices related to dock operations, hydrocarbon terminal systems, and construction management.
Essential Skills
- Proven experience in commissioning and startup activities within refinery, oil and gas, or hydrocarbon terminal environments.
- Strong understanding of dock operations and marine terminal systems, including product transfer and marine access requirements.
- Hands-on construction management experience, including oversight of field execution, QA/QC, and alignment with design documents.
- Demonstrated expertise in design review, including plot plans and equipment layouts, to ensure work is built correctly per design.
- Professional Engineer (PE) credential.
- Project Management Professional (PMP) certification.
- Experience with vapor recovery and vapor destruction systems, including design, installation, commissioning, and operational considerations.
- Knowledge of vapor barrier and vapor retarder concepts, and their role in controlling water vapor movement through building assemblies such as walls, floors, and ceilings.
- Marine permitting and regulatory knowledge relevant to dock and terminal operations.
- Strong background in piping and product transfer systems, particularly in refinery and terminal settings.
- Experience working on brownfield projects where new construction interfaces with existing operating facilities.
Additional Skills & Qualifications
- Broad engineering background spanning marine, mechanical, piping, controls, and operational disciplines.
- Ability to coordinate effectively across civil/structural, mechanical, electrical, controls, operations, maintenance, environmental, regulatory, and commercial teams.
