Senior technology leaders can only govern an acquisition portfolio they can actually see, and on large IDIQ contracts the view is rarely clean: ceilings, funded allocations, and burn rates sit across multiple contracts and task orders, each on its own reporting cycle. The Red Gate Group is seeking a Portfolio Manager to bring that picture together for the Chief Information Officer organization of a major Intelligence Community customer, working within the acquisition management team responsible for post-award contract oversight. The center of this role is the data. You will extract and reconcile ceiling and funding figures from large, multi-million-dollar IDIQ contracts and task orders using the customer's contract management system reports, identify trends in ceilings and funded allocations across the portfolio, and surface the risks those trends imply before they become portfolio-level problems.
From that foundation you will produce the dashboards and reports senior leaders rely on, detailing fund usage against ceilings and calling out unusual trends, and you will monitor funding execution through spreadsheets and pivot tables so portfolio reporting stays comprehensive and current. You will also own the forward view, tracking expiring contracts and task orders to identify approaching end dates, options, follow-on opportunities, and recompete needs that feed proactive portfolio planning and acquisition lifecycle governance. On the post-award side, you will consolidate, analyze, and visualize monthly contract and task order financial reporting, including contractor burn rate analysis, to highlight areas of programmatic or financial risk for leadership action.
You Have
- 8+ years of experience in portfolio management, acquisition management, financial analysis, or a closely related field supporting Department of Defense or Intelligence Community programs, including recent experience within the last 2 years. This experience requirement is firm and cannot be met through education or certifications.
- Master's degree in Business Administration, Finance, Acquisition Management, Project Management, or a related discipline from an accredited college or university, or one of the following in its place: an Associate's degree in a related field and 4 additional years of relevant experience, a Bachelor's degree in a related field and 2 additional years of relevant experience, or 6 additional years of relevant experience. The additional years used in place of the degree are on top of the 8 year experience requirement above, not counted within it.
- In plain terms: with a Master's you need 8 years, with a Bachelor's 10, with an Associate's 12, and with no degree 14.
- In-depth knowledge of post-award contract and financial management for IDIQ contracts and task orders, including ceiling tracking, funded allocation analysis, and burn rate monitoring.
- Hands-on experience extracting and reconciling ceiling and funding data from contract management system reports across multiple large contracts and task orders.
- Demonstrated ability to build dashboards and portfolio reports for senior decision makers, with strong Excel skills including pivot tables.
- Experience tracking contract and task order expirations, options, and recompete timelines in support of acquisition planning.
- Active TS/SCI clearance.
