The Estimating Manager leads the development, review, and continuous improvement of cost estimates supporting RSI’s proposals, labor rate development, engineering, construction, training development, baseline changes and audit support, and capital project activities. Convert the estimating methodology from spreadsheet estimating to database estimating using WinEst. This position provides technical leadership to estimating personnel and project teams, establishes consistent estimating standards and tools, and delivers accurate, well-documented estimates based on project scope, execution methods, schedule requirements, resource availability, and client requirements. Working with the PMO, project controls, engineering, procurement, and operations, the Estimating Manager develops activity-based cost estimates aligned with work breakdown structures and Primavera P6 schedules; maintains WinEst pricing databases and reusable work packages; and supports risk analysis, BOE development, contingency development, vendor and subcontractor pricing, audit response, and management reviews.
- Experience preparing conceptual, preliminary, definitive, and detailed estimates, with documented BOE assumptions and supporting labor, material, equipment, subcontractor, other direct cost, productivity, and indirect cost inputs.
- Ability to interpret requirements documents, engineering drawings, specifications, project plans, and conceptual information to define scope, develop quantity takeoffs, and evaluate construction sequences and resource requirements.
- Advanced proficiency in WinEst and Microsoft Excel, including estimating databases, unit pricing, assemblies, labor rate tables, work breakdown structures, coding, data imports, and consolidation of multiple estimates; proficiency in Microsoft Office.
- Ability to develop activity-based cost estimates and align estimate work breakdown structures, resources, and codes with Primavera P6 schedules and project controls requirements.
- Experience transitioning spreadsheet-based estimating processes to an integrated WinEst database environment and configuring estimating tools to support multiple business functions.
- Knowledge of cost risk analysis, contingency development, benchmarking, value engineering, statistics, forecasting, and analysis of historical project costs to improve estimate reliability.
- Experience working with government clients, coordinating vendor and subcontractor pricing, and presenting estimates and supporting analyses to management and stakeholders.
- Strong technical leadership, written and verbal communication, analytical, and time management skills, with the ability to coordinate multidisciplinary teams, work independently, train estimating personnel, and meet critical proposal and project deadlines.
- Monitors estimate performance and historical project data, adjusting methodologies and assumptions as necessary to improve forecasting accuracy.
- Participates in project walk-downs and collaborates with engineering, planning, procurement, construction, and project controls personnel.
- Serves as the primary estimating advisor to project managers, senior leadership, and clients on cost-related matters.
- Supports major proposals, bids, and business development efforts by developing and reviewing project cost estimates and pricing strategies.
- Develops, implements, and maintains estimating tools, systems, databases, and reporting processes.
- Mentors, trains, and develop estimating personnel and promote best practices within the organization.
- Prepares and presents cost reports, trend analyses, estimate reviews, benchmarking studies, and executive-level presentations to management and stakeholders. Travels to corporate offices and project sites as required.
- Experience developing reusable WinEst assemblies and work package libraries, maintaining historical cost and resource databases, and performing volumetric earthwork takeoffs using WinEst takeoff tools.
- Experience establishing organization-wide estimating standards, quality assurance processes, and training programs, and supporting major proposal pricing strategies and executive-level estimate reviews.
Requirements and Education:
