Overview
Position Summary
We are seeking a Change Management Lead (CML) to serve as the operational backbone of Prime Controls' Enterprise Change Management System (ECMS). The CML is a dedicated, full-time change project manager who operates as a resource of the Change Control Board (CCB) and is assigned to change initiatives across the company. The role is accountable for initiatives end to end: screening intake, conducting discovery, preparing the governance review packet, planning and driving execution, overseeing pilots, and confirming adoption before handoff. The position was deliberately established as a dedicated role so that change management strengthens departmental capacity rather than adding to departmental workload.
The CML is not expected to be a subject-matter expert in Prime's technical work; department leaders and process owners retain that expertise. The CML contributes disciplined project management: rapid triage of every request, coordination across departments, structured execution, and consistent communication. The CML must understand Prime's business well enough to operate credibly across it, including a workforce largely composed of billable field and automation professionals.
The role operates with functional independence. It does not report into any single division, allowing it to evaluate and sequence change objectively across the organization. The CML reports at the executive level, with the final reporting structure to be confirmed as the ECMS design is completed. The role is expected to grow: Prime will hire one CML initially, with additional CMLs added as change volume matures into a dedicated Operational Excellence function.
Key Responsibilities
Intake, Triage & Discovery
- Receive and screen every change request ticket submitted to the ECMS, acknowledging tickets within one business day and scheduling an intake session promptly.
- Triage each request against minimum intake criteria. Return incomplete requests to the requester with structured questions covering who and what is impacted, the expected result, and the outcome or value being sought.
- Conduct discovery through direct engagement with the requester, their team, and impacted groups such as HR, IT, facilities, and safety.
- Use structured discovery tools, including turtle diagrams, problem statements, and the initial change charter, to map the process and identify value drivers.
- Perform an order-of-magnitude risk and impact assessment on each qualified request, including process-owner identification.
- Categorize and prioritize change request tickets for CCB and ELT visibility.
- Log every change request in the ticketing system, including rejected and paused requests, to maintain a complete organizational record.
Governance Review & CCB Reporting
- Build the CCB review packet for each qualified request: value proposition, dependencies, impacts, strategy, cost, and risks.
- Present findings and recommendations to the CCB for governance review and a formal approve, defer, reject, or return decision.
- Approve small, low-risk changes directly against defined criteria and return them to the department to self-manage. Decision authority escalates with impact: larger changes are routed to the CCB, and the largest to the ELT.
- Apply approval and decline criteria co-developed with the departments, and consult the appropriate subject-matter experts when a decision requires domain knowledge the CML does not hold.
- Prepare threshold-level initiatives for ELT review, including sponsor assignment support.
Project Planning & Execution
- Act as the dedicated project manager for each assigned initiative, accountable for outcomes from approval through sustainment.
- Select the project team in two phases: solution-design members first, then implementation members. Request team members through their department managers; the CML is accountable for the project but does not hold unilateral staffing authority.
- Build and own the project plan, including schedule, action plan, pilot planning, and the minimum mandatory plan elements defined by the ECMS.
- Own the creation of process documentation and training documentation for each change. Corporate trainers deliver the training; the CML ensures the material exists, is validated by process owners, and is delivered after the change is stabilized so retraining is not required. At sustainment handoff, ownership of all process and training documentation transfers to the process owner's department; the CML and CCB do not retain long-term custody of departmental documentation.
- Collaborate with process owners on a go/no-go basis; the CML does not have authority to unilaterally change a department's plan.
- Reallocate bandwidth and communicate milestone impacts when project resources are reassigned to billable work.
Change Calendar & Capacity Management
- Own and maintain the single org-wide change calendar on SharePoint. This calendar is the ECMS roadmap and the company's forward view of change.
- Apply milestone-inclusion criteria consistently, surface collisions before they hit, and notify stakeholders when plan changes affect resourcing.
- Act as the capacity gate for organizational change. Sequence initiatives against organizational readiness and communicate deferral decisions to divisions clearly and objectively.
- Keep paused initiatives visible on the calendar for regular review, with full lifecycle re-review when restarted.
Pilot Oversight & Adoption
- Oversee pilots executed by the implementing teams. Monitor progress, interview users iteratively, and capture structured feedback and usage data rather than passive status updates.
- Exercise stop-work authority to pause an underperforming pilot; pausing or stopping is a legitimate outcome of the evaluation process.
- Review pilot results with the CCB, project team, and project champion against the success criteria defined up front.
- Lead 30/60/90-day adoption reviews with process owners assisting, tracking behavior and results rather than sentiment.
- Carry each initiative to a full green sustainment score after the 90-day review, then hand off to Operational Excellence for ongoing pulse checks. Handoff includes transfer of documentation ownership to the receiving department.
Communication & Change Advocacy
- Serve as the communication hub for assigned initiatives, keeping stakeholders and the organization informed of schedule, status, and milestone changes.
- Work closely with the project champion and the assigned communication specialist on readiness, messaging, and frontline feedback.
- Serve as a visible advocate for change across the organization, representing each initiative accurately as a department-driven improvement.
- Build credibility through responsiveness and early delivery of results, while respecting each department's ownership of its own operations.
- Coordinate rather than control: minimize process overhead and preserve the operational flexibility that makes Prime effective.
- Document decisions, criteria, and outcomes so governance is transparent and repeatable, and close feedback loops so requesters understand how their input was used.
Required Qualifications
- PMP or CAPM certification.
- Demonstrated project management expertise, with a track record of leading cross-functional projects end to end, executing plans in a disciplined manner, and delivering results on schedule.
- Strong facilitation and structured-discovery skills, including the ability to lead working sessions with unfamiliar teams and convert discussion into problem statements, charters, and plans.
- Exceptional written and verbal communication skills, effective at every level of the organization from field technicians to the executive team.
- Sufficient business literacy to establish credibility with managers and field leaders, including the ability to learn Prime's terminology and processes quickly and represent them accurately.
- Strong documentation discipline and proficiency with the supporting toolset: ticketing systems, SharePoint, and project scheduling tools such as MS Project or Excel-based plans.
- Comfort operating in ambiguity. This is a newly established role within a newly established system, and the CML will help refine the process while operating it.
- The temperament for functional independence: able to prioritize on criteria, remain objective across divisions, and communicate difficult sequencing decisions constructively.
Preferred Qualifications
- Established tenure and working relationships within Prime Controls, or a demonstrated record of quickly building trust as an external project manager.
- Experience in systems integration, controls, construction, or another environment with a large billable field workforce.
- Familiarity with formal change management frameworks such as Prosci ADKAR or Kotter's model.
- Experience running pilots or phased rollouts with defined success criteria and go/adjust/stop decision points.
- Experience developing training or process documentation with sustained adoption.
