Pinnacle Construction Development Group, Inc. (Pinnacle) is seeking a resourceful Proposal Coordinator to help our sales and estimating team pursue federal construction opportunities. Founded in 2000 and based in Mentor, Ohio, Pinnacle delivers complex projects for federal clients. This is a permanent position with a direct role in our continued growth. You will take ownership of proposal organization and writing, developing clear, persuasive technical responses that address each solicitation’s requirements and evaluation factors. Working closely with the Director of Sales & Marketing, President, Pre-Construction Specialist, and field operations team, you will keep pursuits moving, contributors informed, and submissions on track.
Key Responsibilities
- Identify and track opportunities through Pinnacle’s Multiple Award Construction Contracts (MACCs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, and SAM.gov. Summarize solicitation requirements and coordinate responses to opportunities selected by leadership.
- Thoroughly review requests for proposals (RFPs), amendments, submission instructions, and evaluation factors. Develop proposal outlines and compliance checklists covering required responses, forms, page limits, formatting, and submission deadlines.
- Draft, edit, and tailor technical proposals, including project approaches, management plans, staffing qualifications, and past performance narratives. Present accurate, relevant information that directly addresses the government’s evaluation criteria.
- Independently develop construction approaches, sequencing, and preliminary project schedules. Work closely with preconstruction and operations to validate assumptions, durations, procurement considerations, and technical details, with support available as you learn Pinnacle’s projects and processes.
- Maintain proposal calendars, assignments, and internal review milestones. Coordinate kickoff and review meetings, follow up on missing information, and promptly flag issues that could affect completeness or deadlines.
- Organize RFP documents, drawings, specifications, correspondence, and proposal files. Track amendments and government clarifications, maintain current versions, and promptly communicate changes to the team and affected subcontractors.
- Prepare subcontractor invitations to bid through Builder’s Exchange/BX Bid, maintain contact and response logs, and follow up on participation and requested information. Coordinate pre-bid questions and route technical inquiries to the appropriate team members.
- Maintain project profiles, past performance records and questionnaires, references, résumés, photographs, and reusable proposal content. Stay in regular contact with project managers and field operations to capture accomplishments and verify project information.
- Coordinate leadership review, proofreading, and final production. Check accuracy, consistency, and compliance; assemble and submit approved proposals by the required deadline and retain final files and submission confirmations.
- Keep opportunity trackers and bid-status records current. Stay aligned with leadership on annual sales initiatives, report pursuit progress, and help transfer awarded proposal information to operations.
Required Qualifications
- At least two years of experience in marketing, proposal writing, or a similar coordination role, with directly relevant proposal experience preferred.
- Excellent writing, editing, and proofreading skills, with the ability to turn complex information into clear, organized, persuasive content.
- Proficiency in Microsoft Word, Excel, Adobe Acrobat, and Outlook is required, including professional document formatting and preparation of complete PDF submission packages.
- Strong technology skills and initiative to learn unfamiliar software, research solutions, troubleshoot problems, and adapt to changing requirements.
- Ability to develop technical approaches and construction sequencing from solicitation documents and project information, identify gaps, and seek focused technical input.
- Exceptional organization, attention to detail, and follow-through across simultaneous deadlines; confident communication with leadership, subcontractors, and field teams.
- Ability to learn and apply federal solicitation procedures, follow detailed instructions, and handle confidential company and proposal information with discretion.
Preferred Background
- Construction proposal writing experience, especially for federal projects; familiarity with SAM.gov, MACC/IDIQ task orders, construction terminology, and past performance submissions.
- Experience with Microsoft Project, Canva or Adobe InDesign, and/or Builder’s Exchange/BX Bid. Training in Microsoft Project is available.
- Bachelor’s degree in marketing, communications, English, business, or a related field. Relevant experience and demonstrated writing ability carry greater weight than a degree.
