THIS POSTING IS FOR EXISTING TWC EMPLOYEES ONLY
Behavioral Performance Coach (Program Management Specialist II)
WHO WE ARE:
The Texas Workforce Commission - Vocational Rehabilitation Division (TWC-VRD) is seeking a Program Management Specialist II for Strategic Outcomes & Alignment Resource (SOAR) to join the Strategic Alignment and Program Improvement (ALIGN) Department's Vocational Rehabilitation SOAR team. This position is located at 1117 Trinity Street, Austin, Texas. If applicant is not in Austin, they must report to a Field VR Office. Texas Workforce Commission (TWC) connects people with careers across the state. While we are based in Austin on the north lawn of the Texas State Capitol, we have offices statewide. We are a Family Friendly Certified Workplace with great work-life balance, competitive salaries, extensive opportunities for training and development, and fantastic benefits. TWC is not considering applications from individuals who require sponsorship for an employment visa, now or in the future, for this position. This includes, but is not limited to, individuals currently on H-1B, F-1 (OPT/CPT), or H-4 visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.
WHO YOU ARE:
You are a proactive tactical partner, seasoned mentor, and objective performance consultant dedicated to bridging the critical gap between statewide strategic objectives and individual behavioral performance. You understand that strategic execution fails when performance expectations are ambiguous, unmonitored, or unaddressed across all leadership levels. You are a thoughtful problem-solver, a neutral observer, and a precise communicator who excels at coaching management through difficult conversations. You understand how to foster a constructive, high-integrity culture of cascading accountability - one that pairs clear behavioral standards and supportive coaching with rigorous, defensible documentation when expectations are not met.
WHAT YOU WILL DO:
The Behavior & Program Performance Coach (Program Management Specialist II) performs highly advanced (senior-level) consultative services, technical assistance, and performance accountability work. Work involves designing the tactical frameworks, coaching models, and documentation toolkits required to directly align individual and unit performance with the agency’s Strategic Plan. This role focuses on manager-level mentoring, equipping leaders with the skills and confidence to lead through the VR Division’s Strategic Plan, conduct constructive coaching 1-on-1s, navigate the progressive discipline process, and maintain an effective "Strategic Accountability Cascade." Work is performed under limited supervision with considerable latitude in the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
- Operationalize the Strategic Accountability Cascade: Translate statewide strategic priorities and division performance targets into clear, observable behavioral competencies and documented performance expectations for field units.
- Provide Behavioral Coaching to Division Leadership: Deliver high-level, confidential mentoring to Division Managers and Supervisors, guiding them on how to manage performance through strategic principles, conduct challenging developmental conversations, and address chronic underperformance early.
- Curate Defensible Documentation Toolkits: Design standardized observation templates, coaching logs, and drafting guides for corrective action plans and Performance Improvement Plans (PIPs) that explicitly connect individual conduct to strategic outcomes.
- Master and Review the Documentation Trail: Review and refine corrective action documentation and formal PIPs to ensure they are objective, fact-based, legally defensible, and clearly tied to established performance metrics.
- Lead "Strategy-to-Conduct" Workshops: Facilitate leadership workshops for division supervisors and managers focusing on coaching frameworks, setting measurable milestones, documenting accountability, and mastering the progressive discipline lifecycle.
- Conduct Strategy-to-Behavior Audits: Periodically evaluate how effectively managers and supervisors are applying accountability tools, diagnosing where performance standards are drifting, and delivering targeted coaching interventions to struggling managers.
- Identify & Realign Cultural Resistance: Analyze performance trends, employee relations indicators, and grievance patterns to identify systemic resistance to strategic initiatives; collaborate with managers to implement real-time corrective behavioral interventions.
- Perform other duties as assigned.
YOU QUALIFY WITH:
- Five years of experience in program area of assignment.
- Relevant academic credits may be applied toward experience qualifications for this position.
- One year of full-time in-service TWC experience classified as a Program Management Specialist I with regular status will satisfy the minimum qualifications.
YOU ARE A GREAT FIT WITH:
- Graduation from an accredited four-year college or university with major coursework in Human Resources, Business Administration, Public Administration, Organizational Psychology, or a related field. (Relevant experience and education may be substituted for one another on a year-for-year basis.)
- Three (3) years of full-time professional experience in employee relations, management coaching, organizational performance management, or progressive discipline systems.
- Three (3) years of full-time experience in organizational strategic plan execution, program administration, or performance accountability.
- Proven background in a consultative or lead-worker capacity, specifically coaching managers through performance interventions or progressive disciplinary processes.
Knowledge of: Progressive discipline systems (e.g., cascading accountability); adult learning and coaching methodologies; state agency human resources policies; and performance metric alignment.
Skill in: Mentoring managers through high-conflict situations; drafting objective, defensible performance and disciplinary documentation; and breaking high-level performance metrics into observable daily behaviors.
Ability to: Articulate how individual behavioral failures create systemic risk to division goals; maintain strict confidentiality and objective neutrality; navigate emotionally charged personnel scenarios; and foster a culture of transparent accountability and psychological safety.
Certifications: Certified Coach credential (ICF, CPC), SHRM-CP/SHRM-SCP, PHR/SPHR, or specialized training in conflict resolution and performance mediation is a significant advantage.
YOU GAIN:
- A Family Friendly Certified Workplace
- Competitive salary: $8,208.33-$8,581.58/month
- Defined Retirement Benefit Plan
- Optional 401(k) and 457 accounts
- Medical Insurance
