Reporting to the City Administrator, the Human Resources Manager administers HR programs, policy, and services across every department of this growing, full-service city in the St. Louis metro region. This is a hands-on generalist role with no direct reports, but featuring wide latitude and direct visibility to City leadership, touching nearly every corner of the organization. What You'll Do
- Manage full-cycle recruitment and selection for all City departments, from posting through offer
- Coordinate new employee onboarding, including required employment documentation, benefits enrollment, and orientation to City’s policies and procedures
- Administer benefits, including health, dental, vision, life, MO LAGERS, 401(a), and deferred compensation, manage a wellness program, and run annual open enrollment
- Coordinate applicable employment-related reporting, including EEO, OSHA recordkeeping and reporting, and other required regulatory filings.
- Ensure compliance with FMLA, COBRA, ADA, and related state and federal employment law
- Manage workers' compensation claims and unemployment insurance responses
- Develop, interpret, and administer citywide personnel policy in coordination with the City Administrator and in accordance with the City’s established approval process; advise the City Administrator and department heads
- Support employee relations, workplace investigations, and disciplinary matters
- Maintain classification and compensation plans, job descriptions, and personnel records
- Assist the City Administrator with collective bargaining negotiations and CBA administration
- Serve as backup payroll clerk under the Finance Director's functional direction when needed (no prior payroll experience required - training provided)
Salary:
Expected Starting Salary $68,000.00 Salary range: $66,352 – $87,235.20 annually, (Global Range 27; $31.90–$41.94/hr) Full-Time, Exempt

Minimum Qualifications:
Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field; 2–4 years of progressively responsible HR experience, or an equivalent combination of education and experience.
Preferred Qualifications:
Master's degree with 5+ years of progressive HR experience; public-sector or municipal HR experience strongly preferred; SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
