About the Role
We are recruiting on behalf of Savannah River Site (SRS) for an Advisory Engineer supporting the Site Electrical Safety Program. This is a senior technical advisory role focused on Hazardous Energy Control (HEC) and electrical safety. You will serve as the site-level expert that Health & Safety, maintenance, construction, and other site organizations rely on for procedure interpretation, field implementation, and programmatic compliance.
The position is recognized for expertise in its functional area and works with considerable independence. You will set technical direction, mentor subject matter experts, and represent the site on HEC and electrical-safety matters with DOE, NNSA, and other oversight organizations.
Key Responsibilities
- Serve as the Hazardous Energy Control technical advisor for Health & Safety and other site organizations, providing site-specific expertise in HEC and electrical safety for field implementation and programmatic compliance.
- Advise and mentor SMEs on procedures covering Hazardous Energy Control (Lockout/Tagout), work near overhead electrical lines and critical piping, and safe practices on or near electrical conductors and live parts (SRS Procedure Manuals 8Q-32, 8Q-10, and 18Q-2), including technical interpretations, procedural clarifications, and implementation issues.
- Develop or assist in developing interpretation documents for HEC, overhead line, and electrical-safety procedures and related requirements.
- Interface with DOE, NNSA, and other regulatory organizations on HEC and electrical-safety matters.
- Support or lead teams for issue investigations, occurrence reportability determinations, facility assessments, technical committees, and corrective-action development.
- Serve as a point of contact on Maintenance, Construction, Electrical, and Hazardous Energy issues when requested by the Independent Evaluation Board (IEB).
- Participate in developing and issuing Electrical Review Board Memorandums (ERBMs) that address electrical-safety issues.
- Maintain working knowledge of changing DOE, OSHA, NFPA 70E, SRS, and facility requirements affecting HEC, electrical safety, and maintenance activities.
- Initiate technical programs and recommend programs to management based on customer needs and technology trends; plan schedules, budgets, and staffing for major technical tasks, then monitor progress, spending, and quality of work.
- Solve the most complex technical problems in your area of expertise and influence solutions in adjacent disciplines, acting as a technical communicator across groups.
- Communicate results through reports, presentations, and manuscripts, and represent the site in technical areas to oversight groups and professional societies.
- Mentor less senior professionals to transfer technical knowledge and build communication skills, and support department and division quality initiatives.
Required Education & Experience
Typically an advanced degree and experience: a PhD and about 15 years of experience, an MS and 17 years of experience, or a BS and about 21 years of experience.
Top Skills & Requirements
- Knowledge of requirements pertaining to OSHA 29 CFR 1910 and 1926, NFPA 70E, 10 CFR 851, and DOE Orders 422.1, 426.2, and 433.1B.
- Extensive experience with managing nuclear facilities to include facility maintenance, electrical maintenance, audits/assessments, facility metrics, Conduct of Operations, and DOE/site compliance.
Security Clearance
Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties; after award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.
Preferred Qualifications
- Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
- Bachelor of Science in Chemistry with a minor in Physics.
- Extensive working knowledge of Savannah River Site (SRS) requirements governing maintenance, work control, electrical safety, Hazardous Energy Control, hazard analysis, and facility assessments.
- More than 20 years of SRS experience spanning field maintenance, writing/revising procedures, planning/scheduling, work control, management, facility evaluation, occupational safety, electrical safety, HEC, and senior technical advisory positions.
- Prior experience and knowledge as owner/SME/interpreter for Procedure Manual 8Q-122, Hazard Analysis Process, and Procedures 8Q-10 and 8Q-32.
- Experience progressed from E&I Mechanic and Planner/Scheduler through Work Control/E&I Manager, Nuclear Facility Maintenance Manager, Facility Evaluator, Site SME, and Technical Advisor.
- Possess the technical competence and capability desired to participate on the Senior Electrical Review Board (SERB) and Site Lockout Interpretation Committee (SLIC), to include providing coverage for SLIC Chair/Co-Chair when needed.
