AT Process Technologies (ATP) is a pioneering manufacturing company focused on the development and deployment of modular energetics production plants. Using breakthrough chemistry and automation that operates continuously and generates little to no waste, ATP is expanding energetics production to meet the munitions demands of the US and Allies safely, rapidly, and cost effectively.
About AT Process Technologies (ATP)
AT Process Technologies is rapidly scaling advanced chemistry manufacturing and automated energetics to support defense and munitions production. As we expand our physical footprint and deepen our partnerships with the Department of War and prime contractors, maintaining uncompromising security standards is critical to our mission.
The Role
We are seeking an experienced Facility Security Officer (FSO) to lead our industrial security program and establish our secure infrastructure across multiple manufacturing and R&D sites. Reporting directly to the General Counsel, you will be the primary liaison between ATP and the Defense Counterintelligence and Security Agency (DCSA). You will not be inheriting an existing, fully matured security apparatus; instead, you will have the autonomy to build internal systems, most notably driving the process of establishing Facility Clearances (FCL) at our MA, ME, and LA locations.
Critical Responsibilities
- Multi-Site FCL Establishment: Lead the end-to-end process of obtaining and maintaining Facility Clearances (FCL) across multiple ATP locations. You will manage the entire lifecycle via NISS (National Industrial Security System) and act as the primary point of contact for our DCSA Industrial Security Representative (IS Rep).
- NISPOM Compliance & Program Building: Develop, implement, and manage ATP’s Standard Practice Procedures (SPP) in strict accordance with the National Industrial Security Program Operating Manual (NISPOM) and 32 CFR Part 117.
- Personnel Security (PCL): Manage all Personnel Security Clearances (PCL) for ATP employees. This includes initiating investigations via eApp/NBIS, managing records in DISS (Defense Information System for Security), and handling all fingerprinting, onboarding, and offboarding for cleared personnel.
- Physical & Asset Security: Partner with Operations and Site Directors to design and enforce physical security measures at our energetics and R&D facilities. Ensure secure handling, storage, and transmission of classified materials and controlled unclassified information (CUI).
- Insider Threat Program: Establish and serve as the Insider Threat Program Senior Official (ITPSO), developing the company's internal threat mitigation strategies and conducting annual compliance reporting.
- Security Education & Training: Design and execute a comprehensive security education program. Conduct initial security briefings, annual refresher training, and debriefings to ensure a company-wide culture of security and vigilance.
Qualifications
- Active Clearance: Must possess a current, active U.S. Government Security Clearance at the Secret level or higher (Top Secret preferred).
- FSO Certification: Completion of the DCSA Center for Development of Security Excellence (CDSE) FSO Program Management for Possessing Facilities curriculum.
- The "Builder" Experience: Proven experience successfully establishing a new Facility Clearance (FCL) for a company or site, rather than just maintaining an existing one.
- DCSA Ecosystem Mastery: Deep, hands-on administrative experience with DISS, NISS, SWFT, and NBIS/eApp.
- Cross-Functional Operator: Ability to translate complex NISPOM requirements into operational realities for engineers and chemists without stifling innovation. Experience partnering with Legal/General Counsel to align security practices with overall corporate risk management.
Additional Requirements
- Ability to lift 50 lbs
- U.S. Person and ability to obtain a security clearance
- Ability to work on-site and travel as needed
ITAR Requirements
To conform to U.S. Government export regulations, applicant must be a (i) U.S. citizen or national, (ii) U.S. lawful, permanent resident (aka green card holder), (iii) Refugee under 8 U.S.C. § 1157, or (iv) Asylee under 8 U.S.C. § 1158, or be eligible to obtain the required authorizations from the U.S. Department of State.
