World Bank Group Treasury WBG Treasury is the Vice Presidency (VPU), reporting to the Managing Director and World Bank Group Chief Financial Officer, performing treasury functions for the World Bank Group and other public and private sector entities. Its activities are organized and grouped into the following divisions: Capital Markets; Asset Management; Client Solutions & Structuring; Treasury Operations; Treasury Partnerships & Advisory; and Treasury Risk, Compliance & Controls. Treasury has been a large and significant participant in the international financial markets for over eighty years and has achieved a global reputation as a prudent and innovative borrower, investor, and risk manager. Treasury is responsible for: (i) managing approximately $300 billion in assets for the World Bank Group and other official sector investors; (ii) leading IBRD's, IDA's and IFC’s triple-A rated financing programs in international and domestic bond and derivative markets; (iii) conducting asset and liability management for IBRD's, IDA’s and IFC's balance sheets; (iv) overseeing the development and outreach related to the financing and hedging products the WBG provides for its developing-country clients; and (v) collaborating with the World Bank member countries to help build their financial markets related capacity through advisory services. Staff in Treasury regularly interact and work with other Departments across the WBG finance, operations, and investment teams.

Treasury Financial Technology (TREFT) Primary responsibilities for the Treasury Financial Technology (TREFT) are two-fold: (i) to coordinate the efficient internal administration of WBG Information Technology infrastructure ensuring it remains fit for purpose, up-to-date, and secure and reliable, and (ii) to develop appropriate fintech strategies and to build partnerships for digital market and development effect. Cross-unit initiatives include WBG Treasury’s participation in large scale asset and liability system renewal, system upgrades in response to regulatory reforms and emerging technology projects and research in fields such as DLT/blockchain, asset tokenization, digital currency, and process automation using Artificial Intelligence/Machine Learning.

Treasury Banking Operations (TREBK) Within the Treasury Operations department, TREBK provides banking and payments services for WBG entities and IBRD-administered Trust Funds. The team processes payments, receipts, and foreign exchange for all corporate cash activities, manages relationships with approximately 400 correspondent banks, maintains the WBG's SWIFT infrastructure, and performs the reconciliation and accounting controls that underpin the integrity of the WBG's financial position. TREBK operates across four functional teams: Banking Relations (BKR), Cash Management, SWIFT, Static Data and Project Management (SSPM), and Investigations, Reconciliation & Accounting (IRA) - the team to which this position belongs.

The IRA Team The IRA team is the central control function for cash and custody activity across the WBG. It is responsible for reconciliation controls, investigations, and cash accounting across more than 1,000 cash and custody accounts spanning all WBG financial activities - including Treasury's funding and investment portfolios and corporate operating accounts. IRA is also a key TREBK interface for IT transformation, system upgrades, and business-led process automation.

Purpose of the Position TREBK-IRA is seeking an Extended Term Consultant who will have responsibilities for specific individual tasks/projects within TREBK’s Investigation, Reconciliation and Accounting (IRA) team. They will support the team's technology and systems project portfolio and drive process re-engineering and automation efforts. This is a dual-profile role: half of the position is dedicated to business-led technology and automation delivery, requiring direct hands-on development capability, and half to operational responsibilities across reconciliation, investigation, and reporting functions.

Core Deliverables

Operational Delivery for HQ Operations (50%)

  • Performs functions across IRA's core work program performed in HQ: cash and security reconciliations across WBG and client investment and corporate accounts; PAR and NAV reporting for external asset management clients; month-end cash accounting and book-close processes; and audit deliverables and responses to internal and external audit queries.
  • Investigates and resolves cash queries including unidentified receipts, failed payments, compliance queries, counterparty breaks, and SWIFT payment investigations requiring message-level analysis and correspondent bank resolution.

Technology, Automation & Process Re-Engineering (50%)

  • Serves as a core contributor on major IT technology transformation workstreams related to IRA - covering treasury management systems (FIS Quantum, Murex, Summit) and enterprise financial systems (SAP and loans/equity platforms) - including requirements definitions, business case development, UAT leadership, and issue resolution with internal technology teams and system vendors.
  • Delivers process re-engineering across IRA - including a priority focus on consolidating IFC and WB banking operations into a single integrated work program following the integration of the two treasuries into a unified WBG Treasury - conceptualizing solutions and personally building automation tools using SQL, Python or equivalent programming languages, Power Platform (Power Automate, Power Apps, Power BI), the Financial Data Lake (FDL), and AI/ML and Agentic AI approaches including Microsoft Copilot Studio.
  • Ensures IRA's business-led development meets Treasury-wide governance standards: requirements gathering, testing, solution and code documentation, infrastructure and security sign-off, user training, and backup and maintenance planning; and applies data standards consistently, including reusable data models, shared query libraries, and reporting templates.
  • Carries a dotted-line relationship to TREFT, participating in the Treasury Automation Governance Group, ensuring Treasury-wide governance standards and data frameworks are applied consistently within IRA, and supporting TREFT's consolidated capital budget planning process where TREBK-IRA is leading active IT project requirements.

Selection Criteria Education and Experience Master's degree in Finance, Accounting, Computer Science, Data Science, or a related field with a minimum of 3 years of directly relevant experience; or a Bachelor's degree in a relevant field with a minimum of 5 years of directly relevant experience. Professional certifications (CFA, CPA, CTP, FRM) are a strong plus.

Technical - Operations (Required)

  • Demonstrated experience in treasury settlement, back-office reconciliation, or cash and custody operations within a financial institution, central bank, asset manager, or international organization.
  • Working knowledge of fixed income products, including bonds, money market instruments, and related settlement conventions; and/or experience with banking and payments operations including SWIFT messaging standards (MT/MX).
  • Familiarity with treasury management systems such as Quantum, Summit, or Murex.
  • Understanding of General Ledger interfaces and month-end accounting processes is a plus (SAP experience advantageous).

Technical - Development and Automation (Required)

  • Proficiency in SQL: ability to independently write and optimize queries for data extraction, reconciliation, and reporting against operational databases and data lakes.
  • Proficiency in one or more programming languages (Python, Java, C/C++/C#, or similar): ability to build and maintain scripts for data processing, workflow automation, and integration tasks in an operational environment.
  • Experience with Microsoft Power Platform: Power Automate, Power Apps, and/or Power BI for process automation and reporting.
  • Experience in designing, deploying, and maintaining AI models and agents (such as Microsoft Copilot Studio, AI agents, and intelligent workflow automation solutions) in a financial operations context is an advantage.
  • Experience working with data virtualization platforms such as FDL/Dremio, including data modeling and reporting, is an advantage.
  • Ability to operate in a business-facing developer capacity - translating operational problems into technical solutions and implementing them directly, without dependence on a separate IT delivery team.

Behavioral and Leadership

  • High degree of self-motivation and ability to manage multiple concurrent deliverables under time pressure.
  • Detail-oriented with strong analytical judgment; able to distinguish systemic issues from one-off breaks and escalate appropriately.
  • Clear and concise communicator, able to translate complex technical or operational issues for senior management and audit audiences.
  • Collaborative team player with experience working across onshore and offshore teams (WBG operations span Washington D.C., Chennai, and Sofia).
  • Commitment to the highest ethical standards and strict adherence to confidentiality and data controls.

Reporting and Working Arrangements

The ETC reports to the TREBK-IRA Team Lead and carries a dotted-line relationship to TREFT, reflecting the position's dual mandate across IRA operations and Treasury-wide technology and automation workstreams. Within this matrix, the incumbent takes day-to-day operational direction from the IRA Team Lead and collaborates with TREFT on capital project requirements, governance standards, and automation frameworks to align IRA with department-wide standards. The role works in close coordination with peers across TREBK's functional teams, and internal technology and systems teams. Periodic coordination with the Chennai and Sofia shared service centers is required. The position is based in Washington, D.C., with a minimum in-office presence of four days per week.

WBG Culture Attributes:

  1. Sense of urgency: Anticipate and quickly respond to the needs of internal and external stakeholders.2. Thoughtful risk-taking: Challenge the status quo and push boundaries to achieve greater impact.3. Empowerment and accountability: Empower yourself and others to act and hold each other accountable for results. World Bank Group Core Competencies As per WBG policy, an Extended Term (ET) appointment is subject to a lifetime maximum of three (3) years. Former and current ET staff who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
