Willdan is seeking a Team Lead to direct the Measurement & Verification (M&V) team within our Weidt Group. The Team Lead is accountable for verification outcomes across programs: setting verification methodologies, owning QA/QC strategy, overseeing a portfolio of projects, and building and developing the team of Verification Aides and Specialists who deliver the work. The M&V team verifies energy-efficient building design options for new construction and major renovation projects, ensuring program and project data meet utility program expectations in strict compliance with verification requirements. Success in this role produces real, measurable cost savings for clients and contributes to carbon emissions reduction across the US. The ideal candidate is a verification professional who has led complex projects, raised quality standards, and mentored others, and who is ready to shape the verification approach for the organization rather than execute within it. Essential Duties and Responsibilities
- Team leadership and development
- Lead the M&V team of Verification Aides and Verification Specialists (I–III); set priorities, assign work, and hold the team accountable for outcomes.
- Mentor and develop staff, including coaching on technical judgment and guiding progression through the Verification Specialist career ladder.
- Build a strong, effective team: participate in hiring, onboarding, performance feedback, and workload planning.
- Drive alignment across the team and with program partners so verification work is consistent and delivered on time.
- Verification methodology and quality
- Define and own verification methodologies for lighting, controls, HVAC, service water heating, plug/process, and building envelope measures.
- Lead QA/QC strategy: establish standards, review processes, and performance checks that ensure consistent, high-quality deliverables across programs.
- Drive continuous improvement of internal verification and QA/QC processes to align with client, utility program, and EM&V requirements.
- Review complex or high-profile verification reports and serve as final technical authority on compliance determinations.
- Portfolio oversight and delivery
- Oversee a portfolio of verification projects at various stages across multiple programs, ensuring timely and accurate completion.
- Lead verification on the most complex projects, including review of construction documents, field verification, and analysis of project data.
- Analyze portfolio data and trends to identify risks, discrepancies, and opportunities, and act on them.
- Interface directly with client representatives, utility program staff, and external EM&V teams to resolve issues and ensure compliance.
- Strategy and collaboration
- Shape the verification approach across programs; contribute to strategic and operational initiatives that enhance program effectiveness.
- Collaborate cross-functionally with consultants, outreach, and program support staff to align verification with program objectives.
- Serve as the senior technical resource to internal teams, clients, and stakeholders on verification standards and program requirements.
- Work with full independence; performance is evaluated on team outcomes, portfolio results, and program success.
Job Requirements / Qualifications
- Bachelor's degree in Architecture, Mechanical Engineering, Electrical Engineering, Construction Management, Building Science, Environmental Sustainability, or a closely related field.
- Minimum of 7 years of progressively responsible experience in building energy analysis, verification, commissioning, or a related field, including experience leading complex verification projects.
- Demonstrated experience mentoring, supervising, or leading technical staff.
- Deep knowledge of building systems, construction practices, and energy efficiency measures across commercial, industrial, and/or multifamily sectors.
- Strong technical expertise in electric and gas energy conservation measures (ECMs), including HVAC systems, controls, and plant optimization strategies.
- Ability to read, interpret, and evaluate construction documents, submittals, specifications, and sequences of operation across architectural, mechanical, electrical, and plumbing disciplines.
- Demonstrated ability to apply advanced technical principles (thermodynamics, heat transfer, building science) to real-world project evaluation and to challenge assumptions in project inputs.
- Working knowledge of relevant energy codes and standards (e.g., ASHRAE 90.1, 62.1, 55, 189.1) and utility program verification and EM&V requirements.
- Track record of defining or improving QA/QC processes and raising quality standards across a team.
- Proven ability to exercise independent judgment, analyze complex information, and make sound decisions in a dynamic environment.
- Excellent written and verbal communication skills, with the ability to present technical information to clients, program partners, and executive audiences.
- Demonstrated ability to oversee a multi-program portfolio, prioritize competing demands, and meet deadlines.
- Proficiency in Microsoft Excel and other analytical tools.
- Ability to drive alignment and influence decisions across teams and with external stakeholders.
Preferred Qualifications
- Industry certifications such as CEM, BEMP, LEED AP, BEAP, or CxA.
- Prior experience within utility energy efficiency programs or design assistance programs.
- Experience with building energy modeling tools or verification data systems.
