Job Description:
The Texas Health and Human Services Commission (HHSC) Community Services (CS) department seeks a highly qualified candidate for the Financial Analyst III – OADRC Lead Financial Analyst position. The position reports directly to the Contract Oversight and Compliance Manager within the Office of Aging and Disability Resource Centers (OADRC). The OADRC Lead Financial Analyst serves as the primary liaison and single point of contact for all fiscal activities between the state and Texas’s 28 Aging and Disability Resource Centers (ADRCs).
The position performs advanced, highly complex (senior-level) federal financial consultative work. Responsibilities include providing technical assistance, consultation, training, and support to individuals and organizations with varying levels of knowledge of federal and state financial requirements related to allowable expenditures, fiscal reporting, and oversight of subrecipient contracts. The position leads fiscal management and monitoring processes to ensure that funds allocated to ADRCs comply with the Code of Federal Regulations, Office of Management and Budget circulars, Uniform Grant Management Standards, and other rules governing federal funds. The position also develops, prepares, and maintains policies, procedures, and training materials to promote appropriate and consistent practices within the section. In addition, the position coordinates special projects and performs other work as assigned by the Contract Oversight and Compliance Manager or Program Director. The position works under minimal supervision, with extensive latitude for initiative and independent judgment.
The OADRC Lead Financial Analyst routinely interacts with HHS divisions and management, contractors, stakeholders, organizations, and other state agencies. The position maintains reports on contractors’ fiscal risks and recommends improvements, adaptations, or revisions to systems that support funding allocations and the adjudication of reimbursement requests across an extensive matrix of services and funding titles.
The ideal candidate thrives in a team-oriented environment and demonstrates high professional standards, personal accountability, and critical thinking. The position is also responsible for other finance-related activities as assigned.
