Original job description
TriPoint Solutions is seeking a highly qualified Senior Technical Advisor to orchestrate, execute, and govern its commercial vendor engagement workflows. The ideal candidate will possess a strong technical background in cloud architectures, data analytics, and Artificial Intelligence / Machine Learning (AI/ML), combined with a deep understanding of federal acquisition policies, technology vetting procedures, and military intelligence mission requirements. The U.S. Army Intelligence and Security Command (INSCOM) G7, Technology and Experimentation Branch (TEB) serves as the lead agent for identifying, evaluating, and assessing emerging commercial technologies to support global intelligence operations and operational capabilities. Location: On-Site, Fort Belvoir, VA. (No relocation assistance provided)
Clearance Requirements:
- Required: Active TS/SCI
- Applicants selected may be subject to a government security investigation.
- USA Citizenship (required)
Responsibilities:
- Command Group Directed Assessments: Analyze and execute high-priority directives from the INSCOM Command Group. Coordinate meeting agendas, draft technical read-ahead binders, and conduct operational checks on required IT systems prior to vendor demonstrations.
- Nascent Capability Discovery: Act as the primary gatekeeper for unsolicited commercial vendor inquiries. Review incoming white papers, capability briefs, and standard "slick sheets" to verify applicability to INSCOM technology gaps.
- Initial Technical Screening: Schedule and lead 20-minute "elevator pitch" meetings with prospective vendors. Formulate Go/No-Go recommendations to advance high-value commercial solutions to formal stakeholder demonstrations.
- Demonstration Orchestration: Plan and execute vendor technology demonstrations, acting as the technical liaison between vendor engineering teams and INSCOM operational stakeholders.
- Market Surveys & RFI Development: Conduct rigorous market research tasked by the G3 to address validated capability gaps. Draft formal Requests for Information (RFIs) to be published via SAM.gov and the Vulcan platform.
- Down-Selection Support: Perform structured technical evaluations of vendor-submitted white papers (up to 10 pages in length) and present down-select recommendations to INSCOM senior leaders.
- Emerging Tech Focus Areas: Assess commercial-off-the-shelf (COTS) and prototype solutions against INSCOM modernizations priorities, with a heavy emphasis on Human Intelligence (HUMINT) advanced data collection, cloud storage, multi-level classification platform deployment, and AI/ML-assisted targeting/reporting.
- Regulatory Compliance Packages: Ensure all vendor engagements undergo mandatory Staff Judge Advocate (SJA) legal/contractual reviews, Public Affairs Office (PAO) reviews, and Operations Security (OPSEC) audits prior to demonstrations.
- Information Governance: Maintain administrative discipline by enforcing legal disclaimers during vendor interactions to ensure discussions remain informational and do not contractually bind the U.S. Government.
- Knowledge Management: Document all vendor interactions, evaluations, and decisions. Draft comprehensive Memorandums for Record (MFRs) capturing key findings, technology readiness levels (TRL), and follow-on action items.
- Systems Maintenance: Input and manage vendor profiles, tech capabilities, and evaluation outcomes within the INSCOM Technology Tracker and Vendor Management Tool.
Minimum Qualifications:
Experience and Education
- Education: Bachelor’s degree in Computer Science, Information Technology, Engineering, Data Science, or a related technical discipline (Master’s degree preferred).
- DoD/IC Experience: Minimum of 8–10 years of experience supporting U.S. Army, DoD, or Intelligence Community (IC) technology modernization, experimentation, or systems integration projects.
Technical Competencies
- Cloud & Infrastructure Architecture: General understanding of commodity cloud deployments, particularly AWS GovCloud environments, DISA Impact Level 4 (IL4), IL5, and IL6 compliance, and the Authority to Operate (ATO) accreditation process.
- AI/ML & Data Engineering: Proven capability to technically evaluate Artificial Intelligence/Machine Learning (AI/ML) engines, low-code/no-code data processing, data visualization tools, and structured/unstructured multi-source data platforms.
- Technology Evaluation Frameworks: Strong command of Technology Readiness Level (TRL) assessments (NASA 1-9 scale) and empirical testing standards in operational environments.
Regulatory & Policy Knowledge
- Familiarity with federal acquisition policies, including Army Acquisition Policy (AR 70-1) and Defense Federal Acquisition Regulation (DFAR) 15.2.
- Familiarity with INSCOM Regulation 5-3 and the INSCOM Capability Requirement Review Process (ICRRP) under OPORD 23-060.
- Understanding of the boundaries regarding Inherently Governmental Functions and Systems Engineering and Technical Assistance (SETA) limitations during vendor engagements (FAR 7.503).
Preferred Qualifications:
- Experience supporting INSCOM G7 technology assessments, or direct coordination history with Major Subordinate Commands (MSCs) and G3 validated requirements.
- Familiarity with the use of Other Transaction Authority (OTA) partnerships to accelerate prototype deployment with non-traditional defense contractors.
- Experience with Managed Attribution (MA) protocols and cross-domain security solutions for classified environments.
