Original job description
Company Description
An enterprise IT organization delivers services to dozens of external mission partners on a reimbursable basis, and every dollar it recovers depends on three things: a valid support agreement, an accurate baseline of the services each partner actually receives, and an invoice that gets paid. The Red Gate Group is seeking a Program Analyst (Business Analyst) to support the cost recovery and interagency agreements function of a major Intelligence Community customer. You will draft, coordinate, execute, and sustain support agreements (Memoranda of Agreement, Memoranda of Understanding, and interagency agreement forms such as the Treasury 7600A) between the customer and the external organizations it serves, maintain the agreement templates and priority list, monitor agreement ceilings as funding is consumed, and work with internal agreement managers, technical points of contact, and the invoicing team so that agreements are in place before funding transfers are sent or received. You will participate in the cost recovery working group and in annual and mid-point agreement reviews, and you will engage external customers directly to resolve dollar and preparer discrepancies and keep agreements current.
The analytical side of the role is where the senior designation earns its keep. You will reconcile each customer's inventory baseline against the services delivered, generate annual planning estimates that combine existing service baselines with new services and the annual rate increase, forecast cost growth in current agreements so incoming funding transfers can be processed on time, and help refine the cost and pricing models behind a fee-for-service framework. You will support quality control of operations and maintenance invoices, follow up with customers on delinquent reimbursements, and build the reporting tools in Excel, Tableau, and a ServiceNow platform that show leadership the status of every agreement and the funding moving through it. Government leads will look to you for strategic advice on how the agreements and cost recovery processes should evolve, and for process improvements that automate the workflow rather than add steps to it.
You Have
- 12+ years of experience conducting program, financial, or business analysis in support of interagency agreements, cost recovery, reimbursable billing, budget execution, or resource management for a federal or DoW organization, including recent experience within the last 2 years. This experience requirement is firm and cannot be met through education or certifications.
- Master's degree in a related field, or one of the following in its place: an Associate's degree in a related field and 4 additional years of relevant experience, a Bachelor's degree in a related field and 2 additional years of relevant experience, or 6 additional years of relevant experience. The additional years used in place of the degree are on top of the 12 year experience requirement above, not counted within it.
In plain terms: with a Master's you need 12 years, with a Bachelor's 14, with an Associate's 16, and with no degree 18.
- Experience drafting, coordinating, and executing interagency support agreements (Memoranda of Agreement, Memoranda of Understanding, Treasury 7600A or equivalent) and processing the related funding transfers, including Military Interdepartmental Purchase Requests.
- Experience building planning estimates, cost or pricing models, or invoices for IT or shared services, and reconciling customer baselines against the services actually delivered.
- Advanced Excel skills for reconciliation, forecasting, and ceiling tracking, and experience producing dashboards or status reporting in Tableau, Power BI, or a comparable tool.
- Experience engaging external customers and senior government leadership directly, including presenting findings and recommendations and resolving funding or billing discrepancies.
- Active TS/SCI clearance.
Nice If You Have
- Current Counterintelligence Polygraph.
- Experience with ServiceNow customer service management or invoicing modules.
- Experience supporting agency comptroller or CFO processes for incoming and outgoing funds transfers, including Planning, Programming, Budgeting, and Execution.
- Experience automating cost recovery, invoicing, or agreements workflows, or defining requirements for a development team that does.
