The CPM directs the ECCOS workforce, monitors performance and risk, establishes quality-control practices, maintains Government-required plans and standard operating procedures, and ensures contractual matters affecting scope, price, schedule, or terms are elevated to the Contracting Officer for direction.
Position Responsibility Summary:
- Serve as the full-time Contract Program Manager and single point of accountability for ECCOS contract performance, staffing, risk management, quality, continuity, and Government communication.
- Hold authority to act for TeAM on contract-performance matters and direct all ECCOS work in accordance with the contract, PWS, Government direction, and established program procedures.
- Serve as TeAM's primary operational interface with the GPM and COR; communicate contractual matters requiring Contracting Officer authority through the CO and do not accept directions that change contract scope, price, schedule, or terms except from the CO.
- Provide integrated leadership and operational oversight across CSSP Operations, EVM, and Readiness & Training functions; establish priorities, coordinate dependencies, allocate resources, monitor task execution, and ensure each functional cell meets its assigned mission responsibilities.
- Manage contract performance, staffing, and risk across all ECCOS PWS task areas; identify emerging staffing, schedule, technical, security, operational, quality, or continuity risks and lead development and execution of practical mitigation actions.
- Develop, implement, maintain, and update the Quality Program Plan (QPP) in accordance with PWS 4.1; establish measurable quality objectives, review processes, corrective-action procedures, internal controls, and performance-monitoring practices.
- Develop and execute the phase-in plan, phase-out plan, and weekly phase-in briefings in accordance with PWS 4.6; coordinate mobilization, staff onboarding, access and equipment readiness, knowledge transfer, Government status reporting, and transition milestones.
- Maintain Standard Operating Procedure currency in accordance with PWS 2.8.7; establish review cycles, coordinate stakeholder review and approval, maintain version control, and ensure staff are trained on current approved procedures.
- Lead contingency planning and continuation-of-services activities in accordance with PWS 2.5.3; identify critical functions, dependencies, cross-training needs, communications procedures, alternate coverage arrangements, and recovery priorities necessary to sustain uninterrupted mission support.
- Monitor delivery of contractual and programmatic requirements; review status, quality, schedules, risks, action items, staffing coverage, security compliance, and performance trends; and provide clear, timely recommendations and escalation to Government stakeholders.
- Establish and maintain an integrated program-management cadence that includes status meetings, Government engagement, internal coordination, action-item tracking, risk reviews, quality reviews, performance reporting, decision support, and follow-through on approved actions.
- Coordinate with TeAM corporate leadership, human resources, recruiting, security, and functional leads to maintain qualified staffing, manage onboarding and offboarding, preserve required TS/SCI access, track training and certification status, and address workforce issues before they affect mission performance.
- Ensure all personnel complete required security, information assurance, operational security, anti-terrorism, installation, and role-specific training before receiving network access, as applicable to their position.
- Ensure every PWS task maintains a named primary owner and trained alternate; monitor cross-training and continuity coverage so essential functions remain available during leave, surge events, exercises, inspections, contingencies, vacancies, and transitions.
