We are seeking an Engineering Manager to join our Construction team in Southern CA. In this role you will lead our outside plant engineering function for carrier copper and fiber programs, producing detailed redlined system network documents, permits, and design solutions that keep field crews productive and work on schedule. You will own design quality and cycle time from outage handoff through job closeout, manage the engineering team, and serve as the key technical interface with the customer's engineering, permitting, and records groups.
Why TAK?

The Role
- Lead and develop the engineering team, overseeing design quality, productivity, and cycle time from work-package handoff through completion and closeout
- Establish and maintain quality oversight processes for redlines, design accuracy, permit packages, field verification, and as-built updates, including review checkpoints, metrics, and corrective actions
- Produce and oversee detailed network designs and redlines based on field feasibility walk-outs, maintaining accurate customer records in systems such as Waldo and Arimis; draft conduit designs, identify copper pairs, and optimize cable counts to reduce material costs and lead times
- Manage permitting activities, including municipal permits, traffic control plans (TCPs), O-Calcs, renewals, and annual blanket permits; oversee required armed manhole notifications through customer portals such as Insurity
- Resolve design conflicts involving utilities, structures, access, and materials by providing timely alternate solutions to prevent delays to field crews
- Lead and maintain the after-the-fact design process, coordinating field feasibility, redlines, and formal design in parallel while monitoring cycle time and adherence to procedures
- Partner with Operations to maintain realistic, estimated completion dates (ECDs), reconcile open jobs with customer records, and support capacity planning, production forecasts, and crew composition
- Ensure engineering packages support job closeout, including task-level material itemization in customer systems such as Orca, and coordinate with Materials and Warehouse teams on direct shipments, cable lead times, and scrap or reclaim returns
- Coordinate production-related access requirements, including customer system access for field splicers and central office badging
- Monitor and report engineering KPIs, including on-time performance, quality, cycle time, backlog, and data accuracy, using customer and internal dashboards such as Power BI
- Collaborate with Business Development and customer engineering stakeholders on scope, pilots, and process improvements while ensuring compliance with company policies and applicable federal, state, and local regulations
- Perform other duties as assigned
Requirements
- 10+ years of outside plant engineering and design experience for copper and fiber networks, including 5+ years leading engineering or design teams
- Bachelor's degree in engineering, telecommunications, construction management, or a related field preferred, or equivalent experience
- Demonstrated proficiency in Waldo and Arimis, with hands-on experience producing detailed network redlines, conduit designs, permit packages, TCPs, and O-Calcs; ability to identify copper pairs and right-size cable counts
- Experience with telecom carrier outage restoration and copper rehabilitation programs, including underground, manhole, and central office environments; engineering delivery under a master service agreement and piloting new design workflows
- Working knowledge of Orca, Power BI, and customer notification portals
- Strong communication and collaboration skills with customer engineering, permitting, and records teams, Operations, Business Development, and subcontract crews; ability to lead, coach, and hold an engineering team accountable
- Strong analytical and problem-solving skills, including resolving design conflicts, developing workable alternate solutions, reconciling job and data discrepancies, and balancing quality, cycle time, and material availability
- Working knowledge of OSHA, confined space and manhole entry requirements, traffic control standards, and municipal permitting regulations; OSHA 10/30 and traffic control certifications preferred; Professional Engineer (PE) license a plus
- Ability to work primarily in an office environment with periodic field visits to roadways, underground vaults and manholes, and central offices, including exposure to outdoor weather conditions, heat, vehicle traffic, and confined spaces
- Ability to comply with OSHA, confined space, traffic control, and customer safety requirements, including armed manhole notification procedures and central office access rules; wear required PPE and promote a strong safety culture
- Ability to travel as needed to field sites, customer offices, and supplier or warehouse locations, with frequency and duration varying based on program activity
- Must provide a valid government-issued photo ID for verification; a driver’s license is required if the role involves driving
