Original job description

Mountain Ltd. has an opening for a Project Manager to work remotely!

Position Summary Mountain Ltd. is seeking an experienced Project Manager with a strong background in Outside Plant (OSP) fiber design and permitting to lead telecommunications engineering projects from initial planning through construction-ready delivery. This individual will be responsible for managing project scope, schedules, budgets, resources, client communication, engineering deliverables, and permitting activities. The ideal candidate will have hands-on knowledge of OSP fiber design and understand the requirements involved in taking a network from preliminary design through fielding, detailed engineering, permitting, utility coordination, and construction.

Responsibilities

Project Management

  • Manage multiple OSP engineering and permitting projects from kickoff through final delivery.
  • Develop and maintain project schedules, budgets, resource plans, and delivery milestones.
  • Serve as the primary point of contact between clients, Mountain engineering teams, permitting personnel, field resources, subcontractors, and other project stakeholders.
  • Track project progress, identify risks or schedule impacts, and proactively resolve issues.
  • Lead internal and client project meetings and provide clear reporting on schedule, budget, production, permitting status, and outstanding issues.
  • Coordinate engineering, fielding, GIS/CAD, permitting, and quality-control resources to ensure projects remain on schedule.
  • Manage scope changes and ensure additional work is identified, documented, and communicated appropriately.
  • Ensure final deliverables meet client standards and contractual requirements.

OSP Design & Engineering

  • Provide technical oversight of OSP fiber design projects, including FTTH/FTTx, backbone, distribution, feeder, aerial and underground networks.
  • Review engineering designs for accuracy, constructability, cost effectiveness, and compliance with client standards.
  • Understand fiber routing, splice planning, equipment placement, conduit and structure requirements, aerial attachments, pole lines, and underground construction.
  • Coordinate field data collection and ensure field information is incorporated accurately into engineering designs.
  • Review high-level and detailed designs before permitting and construction release.
  • Work with designers and engineers to resolve utility conflicts, constructability concerns, easement limitations, pole-loading issues, and other field conditions that affect final design.

Permitting & Right-of-Way

  • Manage permitting activities associated with OSP telecommunications construction.
  • Coordinate preparation, submission, tracking, and approval of permit applications.
  • Maintain relationships and communicate effectively with municipalities, DOTs, utilities, railroads, pole owners, and other permitting authorities.
  • Understand requirements associated with:
  • Municipal and county permits
  • State DOT/ROW permits
  • Pole attachment applications
  • Railroad crossings
  • Highway crossings
  • Utility coordination
  • Traffic-control plans
  • Easements and right-of-way requirements
  • Identify permitting risks early in the design process and work with engineering teams to modify designs when necessary.
  • Track permits through approval and proactively address comments, revisions, and agency requirements.

Qualifications

Required

  • 5+ years of telecommunications OSP engineering, design, permitting, or project management experience.
  • Strong working knowledge of OSP fiber-optic network design and construction.
  • Demonstrated experience managing permitting and right-of-way activities for telecommunications projects.
  • Ability to review and understand OSP construction drawings, fiber designs, maps, permit packages, and engineering documentation.
  • Experience coordinating with municipalities, utilities, DOTs, pole owners, and other governing agencies.
  • Proven ability to manage multiple projects, deadlines, budgets, and resources simultaneously.
  • Strong client-facing communication and problem-solving skills.
  • Ability to identify constructability and permitting issues before they impact construction schedules.
  • Strong organizational skills with the ability to manage detailed project trackers and reporting.

Preferred

  • Experience managing large-scale FTTH/FTTx or broadband deployment programs.
  • Familiarity with GIS and CAD-based design environments.
  • Experience with permitting requirements across multiple states and jurisdictions.
  • Understanding of NESC requirements and utility construction standards.
  • Experience managing both internal engineering teams and subcontractors.
