About Science and Technology Corporation

About Science and Technology Corporation (STC): STC is a U.S. government contractor providing scientific, engineering, and technical support to federal agencies, with deep roots in NOAA, NASA, and DoD programs. Founded in 1979 and headquartered in Hampton, VA, STC staff support a growing number of operational missions that monitor the Earth through Earth-observing systems and satellite platforms and through direct field research. STC also researches and investigates leading-edge observing technologies and assesses their applicability to operational missions. STC's NOAA Programs team supports a broad range of operational meteorological, environmental, and geospatial programs.

About the AWIPS HIVE Program

STC is seeking candidates to support the National Weather Service (NWS) on the AWIPS Application Environment contract (commonly referred to as HIVE). AWIPS (Advanced Weather Interactive Processing System) is the mission-critical platform used by forecasters at National Weather Service sites nationwide to analyze environmental data and issue the forecasts, watches, and warnings that protect lives and property. Under the HIVE modernization initiative, STC provides engineering and technical talent in direct support of a major cloud transformation effort to move AWIPS from a legacy desktop system to a modern, cloud-native web application built on Amazon Web Services (AWS). The program operates in a collaborative Agile environment and involves migrating complex operational meteorological workflows, tools, and data visualization capabilities to a microservices-based architecture with a React/TypeScript frontend and Java/Spring Boot microservices backend.

About This Role

STC is hiring a Business Analyst to support the HIVE program's transformation of AWIPS applications to modern cloud-based web platforms. In this role you will gather and document requirements, analyze workflows, and collaborate with NWS meteorologists and technical teams to ensure the successful modernization of operational weather tools from desktop to web delivery.

Specific Duties Will Include

• Gather and document business requirements through stakeholder interviews, workshops, and observation of NWS forecasting workflows

• Analyze existing AWIPS application functionality to identify requirements for web-based successor versions

• Create user stories, use cases, and functional requirements documents for development teams

• Develop process flows and user journey maps illustrating meteorological operational workflows

• Collaborate with meteorologists and forecasters to understand operational needs and constraints

• Work with UX/UI designers to ensure interface designs meet operational user requirements

• Assist in defining acceptance criteria for new features and functionality

• Support testing activities to verify developed solutions meet business requirements

• Document system integration requirements between web application components

• Participate in Agile ceremonies including sprint planning, backlog grooming, and retrospectives

• Identify and document potential risks related to the desktop-to-web transition

• Maintain requirements traceability matrices and project documentation

• Support development of training materials and user documentation

• Leverage Generative AI development tools to accelerate requirements and documentation work

Job Requirements

• Bachelor's degree in Business, Information Technology, or related field

• 1-2+ years of experience in business analysis or a similar requirements-facing role

• Experience gathering and documenting user requirements for software applications

• Familiarity with Agile development methodologies

• Strong analytical and problem-solving skills

• Excellent communication and interpersonal abilities

• Proficiency with business process modeling tools and techniques

• Ability to translate complex user needs into clear requirements documentation

• Interest in Generative AI tools and GenAI prompting best practices

Preferred Qualifications

• Experience with meteorological systems or scientific applications

• Knowledge of NWS weather forecasting operations or AWIPS

• Familiarity with cloud computing concepts, particularly AWS

• Understanding of geospatial data or visualization applications

• Experience with government or mission-critical systems

• Background in user acceptance testing

• Experience with requirements management tools

• Familiarity with web application development processes
