Role Overview We are seeking an experienced Developer/Programmer Analyst to support electronic case reporting, data interoperability, and modernization efforts for a public health surveillance registry. This role involves assessing business requirements, building automated processes to extract, validate, and use data from electronic initial case reports (eICRs), and developing dashboards to support registry workflows. The ideal candidate will work closely with program, epidemiology, and technical staff to deliver solutions that reduce manual data review and improve the usability of electronic health data.

Key Responsibilities

Needs Assessment & Requirements Documentation

  • Conduct a needs assessment to identify the steps required to ingest eICRs and auto-populate select registry data fields.
  • Develop a report and system requirements document describing the functions and workflows needed for interoperability.
  • Document programming scripts, workflows, validation procedures, and integration details to support long-term maintenance.

Automation, Dashboards & System Integration

  • Develop, test, document, and maintain SAS, Python, R, or similar programs to automate and integrate data from eICRs into the registry system.
  • Build dashboards related to electronic case reporting implementation and data modernization efforts.
  • Lead projects that automate branch processes, such as triaging cases for clinical review and data ingestion.

Testing & Validation

  • Test and validate automated workflows, standardization, linkage, and processing methods for accuracy, completeness, and reliability.
  • Troubleshoot identified issues and refine programming solutions as needed.

Interoperability & Collaboration

  • Support efforts to incorporate electronic health data into existing registry workflows.
  • Collaborate with program, epidemiology, and technical staff to identify data and system requirements.
  • Identify potential limitations and develop recommendations for future interoperability projects.

Required Qualifications

  • 8+ years of experience developing, testing, maintaining, and troubleshooting SAS, Python, R, or similar programming scripts.
  • 8+ years of experience with system integration, dashboard creation, and automation for interoperability workflows.
  • 8+ years of experience working with structured or semi-structured health, public health, or other complex administrative data.
  • Knowledge of databases and database querying.
  • 8+ years of experience testing and validating automated data-integration solutions.
  • Ability to develop reports that document system requirements and translate programmatic and business needs into technical solutions.
  • Ability to document code and technical specifications to improve workflows and procedures.
  • Strong analytical and problem-solving skills.
  • Ability to communicate technical concepts to both technical and nontechnical staff.

Preferred Qualifications

  • Experience with electronic case reporting (eCR/eICR), Electronic Health Records, or Health Information Exchange.
  • Experience with healthcare interoperability standards such as HL7, XML, or FHIR, and clinical terminology standards such as SNOMED CT.
  • Experience with SQL and relational databases.
  • Experience with public health surveillance systems or registries.
  • Experience with data linkage and matching, and development of automated data pipelines or ETL processes.

Core Skills & Attributes

  • Strong analytical and problem-solving skills with attention to detail.
  • Clear written and verbal communication across technical and nontechnical audiences.
  • Collaborative approach when working with program, epidemiology, and technical teams.
  • Strong documentation discipline for code, workflows, and technical specifications.
  • Ability to lead automation projects and work independently.

Flexible work from home options available.
