About SIRIS SIRIS is a CVE-verified, Service-Disabled Veteran-Owned Small Business (SDVOSB) specializing in construction management, project management, and commissioning services for federal, healthcare, and institutional clients nationwide. We partner with organizations delivering mission-critical infrastructure where safety, reliability, and regulatory compliance are essential. Our teams bring technical expertise, disciplined execution, and collaborative leadership to every project. At SIRIS, we believe strong teams are built on accountability, humility, and the courage to lead when challenges arise.

Position Summary SIRIS, LLC is seeking a detail-oriented Project Controls Engineer to support construction and modernization activities at the Library of Congress's James Madison Memorial Building in Washington, DC. Serving in an Owner's Representative capacity, the Project Controls Engineer will support construction administration, project documentation, schedule monitoring, and coordination of project deliverables. This position plays an important role in maintaining accurate project records, identifying potential risks, and ensuring construction activities are effectively documented and communicated to project stakeholders. The successful candidate will work closely with contractors, design professionals, project managers, and Architect of the Capitol (AOC) representatives to support project progress, contract compliance, and timely resolution of construction-related matters. Who Will Succeed in This Role The ideal candidate is an organized, analytical, and proactive construction professional who takes ownership of project documentation, communicates effectively, and understands the importance of accurate reporting in successful project delivery. Success in this role requires attention to detail, sound judgment, and the ability to manage competing priorities while maintaining productive relationships with project stakeholders.

The successful candidate will demonstrate:

  • Organization & Accountability: Ability to maintain accurate project records, manage documentation workflows, and follow outstanding items through resolution.
  • Analytical Thinking: Ability to evaluate project information, identify potential concerns, and communicate findings to project leadership.
  • Effective Communication: Strong written and verbal communication skills when coordinating with contractors, design professionals, and government representatives.
  • Problem-Solving: A proactive approach to identifying documentation gaps, project delays, and opportunities to improve coordination.
  • Collaboration & Adaptability: Ability to support multiple stakeholders and respond effectively to changing project priorities.

Key Responsibilities

  • Manage and maintain construction project correspondence, documentation, and records using approved construction management software.
  • Process, track, and coordinate Requests for Information (RFIs), submittals, change orders, punch lists, and other construction administration documents.
  • Prepare draft correspondence, technical recommendations, and supporting documentation for review and approval by the Project Manager or Owner.
  • Monitor project deliverables, construction progress, milestones, and outstanding action items to support timely project execution.
  • Assist with construction schedule reviews, progress reporting, and identification of potential delays or coordination conflicts.
  • Support cost tracking and change management activities by maintaining records of proposed changes, supporting documentation, and associated project impacts.
  • Identify construction trends, documentation deficiencies, and emerging project risks requiring management or Owner attention.
  • Coordinate with contractors, design professionals, and AOC representatives to facilitate information exchange and timely resolution of project matters.
  • Maintain organized project files and support contract administration, compliance reviews, project reporting, and closeout documentation.

Project Considerations Given that construction activities will take place within the Library of Congress's James Madison Memorial Building, an active federal facility, the project team must consider the following:

  • Minimizing disruptions to building operations, occupant safety, and accessibility throughout construction.
  • Protecting existing architectural features, building systems, and infrastructure during renovation and modernization activities.
  • Identifying and documenting unforeseen conditions, construction conflicts, and potential schedule or cost impacts.
  • Coordinating contractor access, planned shutdowns, and construction sequencing within an occupied federal facility.
  • Maintaining compliance with applicable federal regulations, AOC requirements, contract specifications, and project standards.

Education & Experience Education

  • Required: Bachelor's degree in Engineering, Architecture, Construction Management, or Project Management.
  • Education Equivalency: Formal degree requirements may be waived for candidates with at least 10 years of relevant field construction administration experience, provided they meet the position's technical and professional requirements.

Required Certifications

  • U.S. Army Corps of Engineers (USACE) Quality Control Management (QCM) Certification.
  • OSHA 30-Hour Construction Safety and Health Training.

Experience

  • Minimum of 1 year of relevant professional experience in project controls, construction administration, or construction management.
  • Experience managing construction documentation, including RFIs, submittals, change orders, punch lists, and project correspondence.
  • Demonstrated ability to maintain project records, monitor deliverables, and prepare accurate reports and recommendations for management review.
  • Experience coordinating with contractors, design professionals, and project stakeholders to support construction administration activities.
  • Ability to interpret construction drawings, specifications, and contract documents to support documentation and compliance requirements.

Preferred Experience & Technical Skills

  • Experience supporting federal, institutional, or public-sector construction projects, particularly renovations and building systems modernization in occupied facilities.
  • Experience with construction scheduling, cost tracking, progress reporting, and change management.
  • Proficiency with Primavera P6, Microsoft Project, Prolog, or similar project management software.
  • Familiarity with federal construction contracts, procurement procedures, and government reporting requirements.
  • Experience supporting elevator modernization, mechanical/electrical/plumbing (MEP) upgrades, or other technical building improvement projects.
  • Experience working in secure, historic, or operationally sensitive facilities.

Additional Requirements

  • Ability to work full-time in an on-site capacity in the Washington, DC area.
  • Ability to travel between AOC facilities and active construction sites as project needs require.
  • Proficiency with construction management software, such as e-Builder, for document control, project tracking, and reporting.
  • Strong organizational, analytical, written communication, and problem-solving skills.
  • Ability to independently manage documentation workflows, prioritize competing deadlines, and coordinate multiple project stakeholders.
  • Ability to satisfy applicable federal security screening, site access, and badging requirements.

Work Authorization: Applicants must be legally authorized to work in the United States. At this time, SIRIS, LLC is unable to provide employment-based visa sponsorship or support employer-sponsored visa transfers for this position. Work Environment & Physical Requirements
