Position Description & Qualifications
If you want to work on cutting-edge, high-impact Air Force programs, Serco has a great opportunity for you! As a SME Test & Evaluation Program Manager, you will be supporting the Air Force Life Cycle Management Center, Special Programs Division (AFLCMC/WAG) at Wright Patterson AFB, OH. In this role, you will provide the independent expertise and strategic insight needed to help evaluate system readiness, reduce program risk, and make informed fielding decisions for capabilities that strengthen the Air Force’s ability to deter and defeat emerging threats.
This position is contingent upon the ability to maintain/transfer active Department of War (DoW) Top Secret security clearance with the ability to obtain SCI.
AFLCMC/WAG develops, tests, and rapidly fields classified USAF aeronautical capabilities. Executing a significant budget, the AFLCMC/WAG conducts studies to identify new capabilities; transitions laboratory technologies to operational platforms; executes demonstrations; and develops, tests, rapidly fields, sustains, and demilitarizes capabilities for the warfighter. You will work alongside a top-notch team of selectively manned military, civilian, and industry stakeholders charged with executing a portfolio of classified weapon systems and technologies.
In this role, you will:
- Serve as the principal advisor to the Chief of Test and other Branch and Division leadership on test and evaluation (T&E) strategy, program risks, readiness assessments and acquisition decision-making.
- Provide independent analysis and recommendations to support government leadership in developing and executing test strategies for advanced acquisition programs.
- Develop and manage program test documentation including test plans, schedules, evaluation criteria, and assessment frameworks, ensuring alignment with program requirements and mission objectives.
- Coordinate developmental, operational, cybersecurity, and integrated test activities across government organizations, contractors, operational users, and external stakeholders.
- Assess system performance, operational effectiveness, suitability, and mission readiness, identifying risks and recommending mitigation strategies to government leadership.
- Facilitate collaboration among engineering, security, logistics, operational, test, prime contractors, and program management teams across multiple organizations to ensure test activities provide meaningful data and insight for acquisition decisions.
- Develop executive-level briefings, assessments, and decision-support products to inform test, acquisition, and capability fielding decisions.
To be successful in this role, you will have:
- An active TOP-SECRET security clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) and access to Special Access Programs (SAP) and have a background investigation current within the past 5 years or under Continuous Vetting
- Master’s Degree in any discipline or a Bachelor’s Degree in a STEM discipline with a minimum of 20 years relevant experience with the Department of Defense/Department of War (DoD/DoW), other government agency, or DOW contractor
- Minimum 3 years of SAP or SCI experience within the last 5 years
- Ability to travel up to 25% (CONUS)
Additional desired experience and skills:
- Experience executing T&E activities within major DoW Developmental and/or Operational test organizations, including demonstrated experience planning, coordinating and executing test activities at a Major Range and Test Facility Base (MRTFB).
- DoW Acquisition Program Office experience supporting advanced aircraft, mission systems, classified programs, or other advanced technology acquisition efforts
- Defense Acquisition Workforce Improvement Act (DAWIA) Level II or III certification in Test & Evaluation
