This is a full-time key personnel role subject to HFS approval. The successful candidate must bring at least ten years of experience with Medicaid information systems, data processing, and data reporting and must be able to work effectively across program operations, care management, product development, compliance, quality, security, and State stakeholders.
Responsibilities:
- Provide overall leadership for the TCMP technology and data-management environment during implementation, readiness review, launch, and ongoing operations
- Oversee and maintain the program's data-management system to support complete, valid, and timely collection and processing of program and Class Member information
- Ensure the technology platform supports care-manager assignments, assessments, service plans, contacts, referrals, tasks, incidents, transition activities, service delivery, and outcomes
- Lead the data architecture needed to capture, store, reconcile, and surface real-time information about Class Member outcomes and services delivered by the client and its partners
- Establish and maintain secure connectivity and bidirectional data exchange with HFS, State partners, and HFS-designated vendors
- Ensure the reporting platform produces complete and accurate reports, data files, dashboards, and extracts at both aggregate and Class Member levels in formats and frequencies specified by HFS
- Implement data-quality, validation, reconciliation, exception-management, and corrective-reporting processes to identify and resolve incomplete or inaccurate data promptly
- Support reporting for Williams and Colbert Consent Decree compliance, care-management operations, transitions, customer service, quality assurance, subcontractor performance, and other HFS requirements
- Lead or contribute to the System Readiness Plan, Data Security Plan, technology policies, operating procedures, and evidence required for HFS readiness review and approval

- Coordinate with the client’s product development, project management, operations, compliance, quality, security, and reporting teams to align technology delivery with program requirements
- Provide functional oversight to the Chief Security Officer and help ensure compliance with applicable State and federal security, privacy, HIPAA, incident-response, and SOC 1 and SOC 2 requirements
- Support analytic tools and dashboards used to monitor caseloads, acuity, productivity, program performance, service levels, and compliance in real time
- Respond to evolving HFS reporting needs and communicate technology risks, dependencies, milestones, and corrective actions clearly to the client, S2Tech, HFS, and other stakeholders
Required Qualifications:

- Demonstrated leadership experience implementing, integrating, operating, or maintaining enterprise Medicaid or healthcare data-management platforms
- Experience producing and submitting accurate member-level and aggregate reports for a state Medicaid agency or comparable government healthcare program
- Strong experience with healthcare data architecture, system integration, data exchange, data quality, reconciliation, reporting, analytics, and dashboards
- Experience leading system implementation, readiness, testing, data validation, production launch, and ongoing operational support
- Working knowledge of HIPAA and healthcare privacy and security requirements, including experience operating within a controlled or audited environment
- Experience working directly with state agency stakeholders, program leadership, product and engineering teams, vendors, and subcontractors
- Ability to translate contractual requirements into system capabilities, data specifications, operational processes, and measurable deliverables
- Strong executive communication, problem-solving, risk-management, and cross-functional leadership skills
- Ability to work in the Chicago area and from the client's local office at least part of the time
- Ability to satisfy HFS review and approval requirements for key personnel

- Experience supporting consent-decree, court-monitor, CMS, state oversight, or regulatory reporting
- Experience with cloud-based care-management platforms, data warehouses or lakehouses, reporting and business-intelligence tools, portals, APIs, and integration technologies
