Salary Range: $150-$180k DOE
Clearance: Ability to obtain and maintain a Public Trust

Position Overview
Revolutional is seeking an experienced Java & CI/CD Technical Team Lead (SME) to lead day-to-day technical execution for a federal government software development program. This is a hands-on technical leadership role combining deep Java engineering expertise with ownership of CI/CD practices, delivery quality, and team coordination.
The Team Lead will guide developers and DevOps engineers across Agile workstreams, translate technical priorities into actionable work, remove delivery obstacles, and serve as a primary technical point of contact for program stakeholders. The successful candidate will balance coding and architectural decisions with coaching, code reviews, sprint execution, and reliable releases.
What You'll Do
- Lead and coordinate daily technical work for Java developers and CI/CD engineers, clarifying priorities, assigning technical tasks, and tracking delivery dependencies.
- Provide hands-on Java engineering leadership, including architecture guidance, complex development, code reviews, debugging, and performance improvements.
- Own technical standards for CI/CD pipelines, build automation, automated testing, deployment reliability, and secure release practices.
- Partner with Scrum Masters and program leadership on sprint planning, backlog refinement, estimates, technical risks, and delivery commitments across Agile teams.
- Mentor engineers, provide constructive technical feedback, promote knowledge sharing, and help the team adopt consistent development and DevSecOps practices.
- Coordinate with cybersecurity, infrastructure, architecture, and quality assurance teams to resolve integration issues and maintain secure software delivery.
- Lead root-cause investigations and tiger teams for complex Java application, pipeline, and production deployment problems.
- Review solution designs and technical deliverables for maintainability, security, completeness, and alignment with government requirements.
- Assess existing development processes and recommend improvements to pipeline efficiency, code quality, test coverage, and release predictability.
- Prepare technical assessments, implementation plans, status briefings, and level-of-effort estimates; communicate decisions and risks to government stakeholders.
- Contribute directly to implementation when needed while maintaining team-level visibility and accountability for technical outcomes.
What You Bring (Requirements)
- U.S. Citizenship required; ability to obtain and maintain a Public Trust clearance.
- Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related technical field.
- 10+ years of relevant professional experience in software engineering, Java development, DevOps, or related disciplines.
- Demonstrated experience leading or serving as the technical lead for software engineering teams, including mentoring, code reviews, and coordinating technical delivery.
- Extensive hands-on Java development experience, including enterprise application design and frameworks such as Spring or Spring Boot.
- Strong experience designing, implementing, and improving CI/CD pipelines and build processes using tools such as Jenkins, GitLab CI/CD, GitHub Actions, Azure DevOps, Maven, or Gradle.
- Ability to lead technical troubleshooting across application, integration, build, test, and deployment environments.
- Strong understanding of DevSecOps, secure development, automated testing, version control (Git), and software release management.
- Experience working in Agile teams and translating requirements into executable technical plans and deliverables.
- Excellent communication, stakeholder coordination, prioritization, and problem-solving skills; ability to remain hands-on while leading others.
