Description The Opportunity

RETTEW is seeking a Municipal Project Technician to support our Municipal Engineering team in Mechanicsburg, Pennsylvania. Working closely with an experienced Municipal Project Technician, you will help keep projects organized, project financial information accurate, and important deliverables on schedule. You will support projects from setup through billing, bidding, construction administration, and closeout.

This is primarily a Municipal project support position. In addition, you will provide administrative support to the Vice President of Planning & Design and a Regional Director, including calendar and email coordination, meeting preparation, communications, and follow-up. As workload allows and coverage is coordinated, you may also assist other Planning & Design Project Technicians during absences or peak activity.

You will participate in RETTEW’s structured Project Technician onboarding program, which includes peer-led Municipal training, hands-on practice, review of early deliverables, and continued support while learning RETTEW systems and processes.

What You'll Do

  • Municipal Project Setup and Financial Coordination
  • Support project setup and maintenance in Deltek Vantagepoint, including accurate project structures, project records, and related setup information.
  • Enter and verify approved contract amounts, budgets, billing terms, and associated project information using approved documentation and established procedures.
  • Support project expenses and subconsultant processes, including tracking supporting documentation, commitments, and related financial information.
  • Assist with accounts payable (AP) invoices and check requests, including project coding, documentation, and approval coordination.
  • Check that project and check-request information agrees with the corresponding Vantagepoint project setup; flag discrepancies and coordinate corrections.
  • Provide billing and invoicing support, maintain billing documentation, and work with Project Managers and Financial Services to resolve questions.
  • Help monitor project scope, schedules, budgets, revenue, variances, deadlines, and action items; maintain reports, tracking tools, and project files.

Bidding, Construction Administration and Project Documentation

  • Prepare, format, proofread, and coordinate specifications, bid packages, advertisements, addenda, bid tracking, tabulations, and award documents, including the use of on-line bidding platforms.
  • Support construction administration through contract documents, submittals, change orders, contractor correspondence, payment-related documentation, meeting materials, and closeout records.
  • Organize proposals, agreements, reports, schedules, templates, project correspondence, and other deliverables; check for completeness, accuracy, formatting, and adherence to established standards.
  • Coordinate project meetings, due dates, document distribution, internal follow-up, and communications with Project Managers, technical staff, and supporting departments.

Administrative Support

  • Provide administrative support to the Vice President of Planning & Design and Regional Director, including calendar and email coordination, meeting logistics, agendas, reports, presentations, communications, and action-item follow-up.
  • Anticipate routine needs, track commitments and deadlines, and handle sensitive employee, client, and business information with discretion.
  • Communicate competing requests or scheduling conflicts promptly so the designated supervisor can determine priorities.

Cross-Training and Team Backup

  • Cross-train in selected Planning & Design Project Technician processes to provide coordinated backup support when needed, such as document production, hard-copy submissions, and shipping.
  • Work collaboratively with other Project Technicians while maintaining Municipal project responsibilities as the primary assignment.

What You'll Bring Required

  • High school diploma or equivalent and at least four years of related experience in project coordination, project financial or billing support, construction administration, operations support, or comparable work.
  • Hands-on experience organizing project records, tracking deadlines, and supporting accurate financial or billing-related processes.
  • Experience preparing, reviewing, and maintaining detailed documents, with strong grammar, proofreading, formatting, and follow-through.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and Teams, with particular strength in Word and Excel.
  • Ability to manage competing requests, communicate status and questions promptly, learn new systems, and work collaboratively with project teams and leaders.
  • Professional judgment and discretion when handling confidential or sensitive information.

Preferred

  • Experience with Deltek Vantagepoint, particularly project setup, project structures, contract amounts, billing terms, project expenses, AP, subconsultants, or billing; comparable project accounting or ERP system experience is also valuable.
  • Experience preparing specifications and bid packages or supporting construction administration, submittals, contracts, change orders, and project closeout.
  • Experience in engineering, architecture, environmental, construction, municipal, or another project-based professional services organization.
  • Experience with PennBid, Autodesk Forma Build, Procore, or similar construction management software systems.
  • Experience coordinating calendars, email, meetings, and communications for managers or senior leaders.

Your Development and Onboarding You will receive structured onboarding in RETTEW systems, Deltek Vantagepoint workflows, project setup, billing and financial coordination, document standards, bidding, construction administration, and Municipal team processes. An experienced Municipal Project Technician will provide team-specific training, with review and feedback on early deliverables and ongoing support as you develop independence.

Work Environment This is an office-based position in Mechanicsburg, Pennsylvania, requiring regular in-person collaboration. The role involves desk-based project and document coordination, communication across RETTEW offices, and occasional travel to another office for training or collaboration.
