Description

Quantum Sky is searching for a Data Warehousing Specialist (ETL Data Warehouse Specialist - Journeyman) supporting the Defense Health Agency (DHA) E-Commerce Operational Systems Support (EOSS) program, you will maintain, enhance, and monitor large-scale enterprise data extraction, transformation, and loading (ETL) pipelines.

The DHA E-Commerce Data Warehouse (EDW) is an integrated, non-volatile, time-variant, subject-oriented repository consolidating private-sector healthcare claims, TRICARE Encounter Data System (TEDS) feeds, Oracle Federal Financials (OFF) data, PRISM contracting data, and pharmacy/rebate metrics. Operating in a MedCOI-hosted Amazon Web Services (AWS) GovCloud East environment running Red Hat Enterprise Linux (RHEL) and Oracle DBMS, you will ensure high reliability, zero data loss, and seamless execution of daily, monthly, and year-end batch processing cycles.

Responsibilities:

  1. ETL Development, Administration & Workflow Automation
  • Design, develop, test, debug, and maintain complex ETL mappings, mapplets, sessions, and workflows using Informatica PowerCenter to integrate disparate healthcare, financial, and procurement datasets.
  • Administer, schedule, and monitor production batch processing workflows using BMC Control-M, ensuring timely end-to-end data pipelines from landing zones into Staging, Archive Stage (Arc Stage), and downstream reporting Data Marts (FRDM, ORDM, PRDM, CRDM).
  • Develop and maintain robust shell/bash scripts on Linux.
  • Assist with Informatica PowerCenter administration, such as repository backups, user-privileges/roles, and service monitoring.
  • Write, debug and fine-tune complex SQL queries, triggers, and views in Oracle Database environments
  • Analyze execution plans (EXPLAIN PLAN), SQL Traces indexes and partitioning schemes to eliminate bottlenecks and optimize batch/real-time loads.
  • Collaborate with Data Architects and DBAs on physical and logical data modeling, dimensional modeling (Star and Snowflake schemas), and data warehouse design.
  • Support data processing for high-volume healthcare transactions, including TRICARE Encounter Data System (TEDS) claims, pharmacy rebate reconciliation, and financial ledger data.
  1. Sustainment & Production Operations
  • Monitor and execute operational batch schedules in accordance with the DHA ECS Operational Schedule (nightly execution between 6:00 PM – 6:00 AM MT and designated weekend maintenance windows).
  • Diagnose and perform corrective maintenance on failed ETL jobs, data discrepancies, and processing errors within strict contract service level agreements (SLAs), adhering to required 4-hour to 8-hour restoration limits during financial closing periods.
  • Perform routine database and ETL tuning, optimizing SQL queries, bottleneck identification, and workflow load partitioning to achieve peak system throughput.
  • Support scheduled off-hours, weekend, and holiday maintenance, including Month-End, Quarter-End, and Fiscal Year-End accounting processing.
  1. Environment Management & Security Compliance
  • Adhere to IEEE 1074-compliant Software Development Life Cycle (SDLC) best practices across Dev, System Test, QA/Pre-Prod, and Production tiers within the MedCOI AWS GovCloud environment.
  • Conduct all code migrations and version control using enterprise repositories (Gitlab) in coordination with the Configuration Management Board (CMB).
  • Assist DBAs and Systems Administrators in remediating Security Technical Implementation Guides (STIGs), Information Assurance Vulnerability Alerts (IAVAs), and Assured Compliance Assessment Solution (ACAS) findings on ETL platforms.
  • Participate in annual DHA ECS Continuity of Operations (COOP) and Disaster Recovery exercises.

  • Education & Experience:
  • Bachelor’s degree from an accredited university in Computer Science, Information Systems, Engineering, or a related discipline, or 15 years of equivalent documented professional experience in lieu of a degree.
  • Minimum of 3 to 5 years of hands-on experience in ETL development, data warehousing, and Informatica administration/development for enterprise applications.
  • Demonstrated operational experience with BMC Control-M job scheduling and automation.
  • Solid proficiency in Oracle SQL, PL/SQL, and working with Oracle databases in hosting environment.

Desired:

  • Prior experience supporting the Defense Health Agency (DHA), Military Health System (MHS), TRICARE, or DoD financial/accounting enterprise systems.
  • Experience handling healthcare claim data structures (e.g., TEDS, HIPAA, and pharmacy records).
