Position Summary
The Construction Manager (CM) reports to the Qnity Global Construction Manager and is accountable for owner-side construction management across assigned Qnity capital projects. As the construction subject matter expert, the CM develops execution strategies and leads construction activities from front-end loading (FEL) and preconstruction through field execution, commissioning, startup, turnover, and closeout. The CM collaborates with Regional Capital Execution Leaders, Site Engineering Leaders, Project Team Leaders (PTLs), operations, engineering partners, and contractors to ensure the resources, plans, controls, and governance required for safe, predictable, high-quality project delivery are in place. Success is measured by safety performance, cost and schedule predictability, quality, productivity, operational readiness, and effective stakeholder engagement. The role is expected to manage multiple projects with support from leveraged resources and requires approximately 75% travel to U.S. sites, with potential future international travel.
Role Responsibilities
- Provide owner-side construction leadership in the field and ensure safe, efficient, and compliant project delivery.
- Develop and implement construction execution plans during FEL and preconstruction, including constructability reviews, work packaging, site logistics, temporary facilities, resource loading, sequencing, outage integration, and risk mitigation.
- Establish and maintain project-specific safety plans, construction hazard reviews, permit-to-work expectations, critical-lift governance, and controls for other high-risk activities.
- Lead contractor and construction management service partner selection, onboarding, mobilization, performance management, and demobilization in coordination with procurement and project leadership.
- Administer construction contracts and monitor contractor performance against scope, safety, quality, productivity, cost, schedule, and core-value expectations.
- Coordinate with engineering, procurement, operations, maintenance, vendors, EPC firms, and site personnel to ensure drawings, specifications, materials, equipment, permits, and work fronts are available when required.
- Oversee construction material and equipment controls, including material-status tracking, owner-furnished equipment, receiving and warehousing, preservation, vendor documentation, startup spares, first fills, and special tools.
- Coordinate construction permits, required inspections, regulatory approvals, and interfaces with authorities having jurisdiction to prevent execution and turnover delays.
- Review engineering deliverables for constructability, completeness, quality, and readiness for Gate Reviews and field execution; manage RFIs, submittals, field changes, technical queries, and as-built documentation.
- Develop, validate, and monitor baseline schedules, look-ahead plans, progress measurement, workforce forecasts, productivity indicators, and recovery plans.
- Develop workforce and labor plans addressing craft availability, staffing forecasts, labor relations, site access and badging, required training, mobilization timing, and productivity improvement.
- Manage construction cost performance, forecasts, commitments, change control, claims avoidance, and supporting documentation in partnership with project controls and commercial teams.
- Develop and implement Project Quality Plans, inspection and test plans, turnover packages, punch-list processes, and audits of construction work and deliverables.
- Plan and lead shutdown and turnaround construction activities, including scope validation, work-package readiness, contractor coordination, isolation and permit interfaces, schedule integration, contingency planning, and safe execution under time-critical conditions.
- Coordinate construction completion, mechanical completion, pre-commissioning, commissioning, startup, performance testing, system turnover, and operational handoff.
- Lead operational-readiness reviews and Pre-Startup Safety Reviews (PSSR) to verify that systems, procedures, training, safeguards, documentation, and outstanding actions are ready before introducing energy or process materials.
- Manage systems-completion activities, including system and subsystem boundaries, completion databases, acceptance criteria, deficiency tracking, turnover dossiers, and punch-list prioritization based on commissioning and startup criticality.
- Maintain accurate daily reports, meeting records, decision logs, risk and issue registers, progress updates, and lessons learned.
- Implement construction execution metrics, targets, dashboards, and improvement actions to drive predictable performance and continuous improvement.
- Protect company intellectual property and trade secrets in accordance with corporate and business requirements.
- Communicate effectively with project sponsors, PTLs, site leadership, plant personnel, contractors, and other stakeholders; escalate emerging risks and decisions promptly.
Qualifications
- Bachelor’s degree in engineering, construction management, or related discipline, or demonstrated equivalent competency through significant construction leadership experience.
- Minimum of 8+ years of direct construction management experience on major, complex capital projects, including project leadership, construction management, and contract administration assignments.
- Demonstrated experience with industrial shutdowns and turnarounds, including planning, work-package development, readiness reviews, schedule and resource coordination, execution, and closeout.
- Demonstrated experience coordinating construction completion, mechanical completion, pre-commissioning, commissioning, startup, performance testing, and turnover to operations.
- Broad knowledge of civil, structural, architectural, mechanical, electrical, instrumentation, controls, and process-related construction, including the safe execution of high-risk work.
- Mastery of construction contracting strategies, bid evaluation, contract administration, change management, claims avoidance, and contractor performance management.
- Knowledge of value engineering and common project-delivery approaches, including EPC, EPCM, design-build, construction management at risk, and multi-prime contracting.
- Strong knowledge of construction planning and control practices, including cost forecasting, critical-path schedules, short-interval and look-ahead planning, progress measurement, productivity analysis, and risk management.
- Proficiency or working familiarity with construction job-planning and project management platforms such as Procore, including mobile field adoption, drawings and document control, photo documentation, RFIs, submittals, daily logs, observations, inspections, punch lists, cost and change workflows, reporting dashboards, schedule coordination, and maintenance of a reliable project record.
- Ability to interpret engineering drawings, specifications, contracts, estimates, schedules, and technical documentation and translate them into executable field plans.
- Demonstrated understanding of applicable safety, environmental, quality, building-code, permitting, and regulatory requirements.
- Experience leading critical-lift reviews and developing project safety plans, construction hazard analyses, and mitigation plans.
- Experience managing projects ranging from approximately $60 million to $200 million.
- Ability to lead, direct, and influence cross-functional teams, site leadership, contractors, and stakeholders across multiple sites and regions.
- Strong leadership, decision-making, problem-solving, negotiation, communication, planning, organization, conflict-resolution, and change-management skills.
- Ability to prioritize and manage multiple projects simultaneously in active operating environments.
- Demonstrated commitment to an inclusive workplace and effective collaboration with diverse teams.
- Ability to travel approximately up to 75% domestically with some international travel as business needs require.
- Professional credentials such as CCM, PMP, OSHA 30, or equivalent construction safety training are preferred.
