We are currently seeking a Enterprise Medicaid Architect to join our team in Springfield, Illinois (US-IL), United States (US).
Overview of job:
We are seeking an experienced Medicaid Enterprise Architect to support the State of Illinois Department of Healthcare and Family Services (HFS) Medicaid Enterprise System (MES) modernization initiative. The Enterprise Architect will assess the current Medicaid technology environment and help define the architecture and modernization strategy for the Illinois Medicaid Enterprise. The position will support current-state assessment, IT Asset Inventory, Medicaid Enterprise/MITA Assessment, legacy MMIS modernization, Market Analysis, Enterprise Roadmap development, and the transition to Agile execution. This role will evaluate complex business and technology environments, identify architecture gaps and dependencies, and recommend practical approaches for modernization. The work will span business, application, data, integration, infrastructure, and security architecture. The Enterprise Architect must be able to understand complex Medicaid business and technical requirements, translate them into practical architecture recommendations, and clearly explain modernization options and tradeoffs to technical, business, and executive stakeholders.
Location: Remote, with the possibility of up to 25% travel to Springfield, Illinois.
Job Responsibilities:
- Develop and maintain current-state, transition-state, and target-state architecture for the Medicaid Enterprise, covering business, application, data, integration, infrastructure, and security needs.
- Assess the existing Medicaid environment, including MMIS, the Integrated Eligibility System (IES), Enterprise Data Warehouse (EDW), and other systems identified during the assessment.
- Support the Medicaid Enterprise/MITA Assessment and Enterprise Roadmap by evaluating existing capabilities and developing modernization recommendations, sequencing considerations, and key dependencies.
- Analyze legacy MMIS environments, interfaces, system dependencies, data flows, and technical constraints to support modernization and transition planning.
- Develop architecture diagrams and other artifacts needed to document the current environment, system relationships, integration patterns, dependencies, and future-state architecture.
- Recommend architecture principles, standards, and patterns that improve interoperability, scalability, maintainability, security, and reuse across the Medicaid Enterprise.
- Provide architecture guidance for enterprise integration, APIs, interfaces, interoperability, system interactions, data flows, reporting and analytics, and non-functional requirements.
- Translate business capabilities, processes, requirements, and modernization objectives into architecture recommendations, technical requirements, and solution options.
- Provide technical architecture expertise for market analysis and evaluation of technology and solution alternatives for the HFS environment.
- Identify opportunities to reuse existing enterprise capabilities and architecture assets rather than creating duplicative solutions.
- Support architecture governance through architecture and design reviews, documentation of key decisions, standards alignment, and identification of architecture risks and dependencies.
- Provide architecture guidance for Agile and SAFe delivery, including planning, architecture runway, backlog refinement, user stories, and non-functional requirements.
- Facilitate architecture discussions and working sessions with business, program, technical, vendor, and other stakeholders.
- Develop clear architecture materials and present technical recommendations in a way that can be understood by both technical and non-technical audiences.
- Support development and review of architecture-related technical requirements, specifications, Statements of Work, and other project documentation as needed.
- Participate in NTT DATA State Health Consulting practice initiatives and contribute to reusable architecture methods, tools, and assets.
- Perform additional duties as assigned by management.
Basic Qualifications:
- Bachelor's degree or higher from an accredited college or university in Computer Science, Information Systems, Engineering, Business, Architecture, or a related field.
- 8+ years of experience supporting large, complex technology programs, including at least 5 years applying enterprise architecture principles to technology transformation, modernization, or enterprise systems initiatives.
- 3+ years of Health and Human Services experience involving Medicaid eligibility, MMIS/MES, Health Information Exchange (HIE), Health Information Technology (HIT), or similar healthcare modernization initiatives.
- 3+ years of experience developing or evaluating enterprise architectures and technology modernization roadmaps, including current-state, transition-state, and target-state architecture.
- 5+ years of experience across at least three architecture domains: application, integration, data, infrastructure, and security.
- 3+ years of experience applying enterprise architecture frameworks or methodologies such as TOGAF or Zachman.
- Experience applying Medicaid Information Technology Architecture (MITA) or other Medicaid or Health and Human Services architecture standards and approaches.
- 3+ years of experience designing, evaluating, or documenting system integrations, including APIs, interfaces, interoperability requirements, system dependencies, data flows, or non-functional requirements.
- 5+ years of experience analyzing complex business and technical requirements and translating them into architecture recommendations, solution options, or modernization strategies.
- 5+ years of experience evaluating technical alternatives, dependencies, risks, constraints, and modernization tradeoffs and documenting findings and recommendations.
- 5+ years’ experience clearly communicating complex architecture recommendations, solution options, tradeoffs, risks, and decision point to technical, business, and executive stakeholders.
- Experience working independently and as part of multidisciplinary teams to produce professional client-facing deliverables.
Preferred Skills:
- Master's degree in Computer Science, Information Systems, Engineering, Business, Public Administration, or a related field.
- Ability to objectively evaluate competing technical approaches, challenge assumptions constructively, distinguish facts from assumptions, and develop evidence-based recommendations supported by documented rationale.
- Enterprise architecture certification such as TOGAF.
- Direct experience supporting State Medicaid Enterprise Systems, MMIS modernization, or modular Medicaid implementations.
- Experience conducting Medicaid Enterprise or MITA assessments and developing enterprise modernization roadmaps.
- Experience with legacy or mainframe modernization, system decomposition, dependency analysis, and transition planning.
- Experience developing business capability models and mapping capabilities to processes, applications, data, interfaces, and technology components.
- Experience using enterprise architecture modeling techniques, notations, and repositories, or architecture management tools.
- Experience developing enterprise architecture artifacts, including reference architectures, application and integration views, data flows, and target-state architectures.
- Knowledge of Medicaid claims, encounters, providers, member and eligibility functions, financial operations, data and analytics, and enterprise integration.
- Experience with healthcare interoperability standards and API-enabled integration, including standards such as HL7 FHIR, X12, or other healthcare data-exchange standards applicable to Medicaid and healthcare ecosystems.
- Experience with cloud architecture, enterprise data architecture, or security architecture in support of large-scale modernization initiatives.
- Experience supporting Agile or SAFe delivery, including planning, architecture runway, backlog refinement, user stories, and non-functional requirements.
- Project Management, Agile, or SAFe certification.
- Experience working in complex, multi-vendor public-sector modernization environments.
- Ability to work effectively in an environment with ambiguity, changing priorities, and multiple stakeholder groups.
