Capture Manager
THE OPPORTUNITY
Lead customer-focused capture pursuits that expand NOVA’s portfolio supporting U.S. military branches and other Government customers. You will shape opportunities, coordinate customer and industry engagement, develop competitive capture strategies, and help transition winning solutions into proposals, drawing on established knowledge of the DoW aircrew simulation and training industry.
WHAT YOU'LL DO
- Develop and execute growth strategies for assigned domains and identify, research, and qualify new DoD opportunities.
- Independently originate, qualify, and mature new business opportunities by identifying unmet mission requirements, developing differentiated solutions, and converting customer engagement into actionable pursuits and measurable pipeline growth.
- Develop and execute capture plans defining customer needs, pursuit objectives, win strategies, differentiators, teaming approaches, resources, action items, and milestones.
- Lead technical and management proposal development, independently authoring compelling, compliant, evaluation-focused narratives, technical solutions, execution methodologies, and competitive discriminators.
- Architect integrated, executable, and cost-competitive solutions, including staffing plans, labor category mappings, workload analyses, organizational structures, resource optimization, and technical integration of partner capabilities.
- Build and execute complex prime/subcontractor teaming strategies, including partner selection, workshare allocation, scope delineation, technical dependencies, contractual considerations, and commercially advantageous deal structures.
- Develop staffing and technical bases of estimate (BOEs), evaluate execution alternatives, and lead cost-performance tradeoffs to optimize competitiveness, operational feasibility, and profitability.
- Lead cross-functional capture and technical proposal teams, translate evaluation criteria into winning response strategies, conduct technical solution reviews, resolve execution risks, and drive proposal readiness through submission.
- Build relationships with Government customers, program offices, acquisition personnel, prime contractors, and subcontractors; participate in industry events and customer meetings.
- Conduct capture assessments and competitive analyses; evaluate teaming partners and coordinate recommendations with company leadership.
- Prepare responses to sources sought notices, RFIs, and market research requests; review solicitations and lead technical and management solution development with subject matter experts.
- Collaborate with internal teams to align proposed solutions, staffing, and pricing with customer priorities; communicate pursuit strategy and win themes during proposal handoff; write and revise assigned proposal sections.
WHAT YOU'LL BRING
- Bachelor’s degree required; 3–8 years of business development or capture management experience. Equivalent military or related experience may substitute for the formal education requirement.
- Demonstrated experience within the Department of War (DoW) aircrew simulation and training industry, including the customer environment, mission requirements, competitive landscape, and contracting opportunities; ability to use existing industry knowledge, customer relationships, and relevant experience to contribute immediately to capture strategy and business growth with minimal industry-specific onboarding.
- Understanding of U.S. Government procurement processes; experience supporting program development, execution, and customer and business commitments; ability to build internal and external industry relationships; familiarity with contracting vehicles such as GSA, TSA, and OASIS; and experience or background with a U.S. military branch, including the Air Force, USSOCOM, Army, or Navy.
- Excellent written and verbal communication and proposal-writing ability; strategic and tactical thinking; Government contracting, business and financial analysis; customer focus; relationship building, cross-functional leadership, strong organization, and sound business judgment.
WHAT WOULD SET YOU APART
- Experience with the Shipley Proposal Method.
- Experience with small-business set-asides and full-and-open competitions.
