Responsibilities
Noblis is seeking a talented professional to join our growing team supporting the U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Technical Engineering and Support Services (TESS) program. CISA is the federal agency responsible for leading the national effort to understand, manage, and reduce risk to the cyber and physical infrastructure that Americans rely on every day. TESS is CISA’s integrated, capability-driven mission ecosystem designed to scale across mission and delivery spaces within the DHS/CISA/Cybersecurity Division/Capacity Building branch.
At Noblis and Noblis ESI, we have effective teams of smart, collaborative, proactive experts and professionals. We are actively seeking to identify personnel who possess the experience, vision, commitment, and integrity to successfully support the CISA mission.
The Project Analyst will serve as a key coordination and analytical resource supporting the Federal Acquisition Security Council (FASC) and its associated Task Force within CISA. This role combines program coordination, stakeholder engagement, information management, and analytical support to advance CISA’s Cyber Supply Chain Risk Management (C-SCRM) mission. The Project Analyst will manage day-to-day operational workflows, maintain critical information repositories, develop process documentation, and support cross-functional coordination across federal stakeholders - ensuring that FASC activities are executed efficiently, securely, and in alignment with CISA’s strategic priorities.
The successful candidate will be self-motivated, accomplished, operate well in a dynamic environment, effectively manage competing priorities, and be comfortable developing and providing recommendations to further CISA’s strategic priorities. This individual must be proactive in proposing relevant initiatives, developing strategies and approaches to bring ideas to life, and personally owning execution from concept through delivery. The role requires strong written and verbal communication skills, meticulous attention to detail, and the ability to work independently while maintaining close coordination with government leadership and interagency stakeholders.
Responsibilities include, but are not limited to:
FASC Program Coordination & Stakeholder Engagement
- Manage stakeholder engagement activities including but not limited to monitoring incoming correspondence, triaging and routing inquiries (e.g., responding to requests for program information analysis), coordinating follow-up actions with FASC members and stakeholders (e.g., meeting coordination and/or facilitation), and maintaining response tracking
- Schedule, coordinate, and update meeting invitations for daily, weekly, and monthly FASC and FASC Task Force meetings and engagements
- Prepare briefing materials, read-ahead packages, agendas, and talking points in advance of FASC/FASC Task Force meetings and engagements
- Draft and coordinate executive-level communication materials including presentations, memos, point papers, and briefings for senior leadership and external stakeholders
Information & Repository Management
- Post materials, documentation, artifacts, and deliverables to Homeland Security Information Network (HSIN) repositories (low and high side)
- Manage HSIN repository structure, organization, and access controls (low and high side)
- Perform access provisioning and deprovisioning for new and existing members requiring access modifications
- Ensure information is properly classified, organized, and accessible to authorized stakeholders
Process Documentation & Standardization
- Develop and maintain Standard Operating Procedures (SOPs) for FASC ISA internal processes including mailbox management, Supply Chain Risk Information (SCRI) collection workflows, and other recurring operational activities
- Identify opportunities to streamline and improve existing processes; recommend and implement enhancements
Order Support & Supply Chain Risk Management
- Support FASC Order packaging and processing as necessary
- Apply working knowledge of C-SCRM frameworks and FASC authorities to inform day-to-day task execution and stakeholder communications
Cross-Functional Coordination & Program Performance
- Evaluate and assess project feasibility, effectiveness, and impact to inform decisions and effectively allocate resources
- Facilitate cross-functional coordination among Portfolio Managers, Program Managers, performers, and DHS operational components to ensure unified execution toward shared strategic objectives
- Track and monitor project and program performance against goals; identify and mitigate program risks; report status to senior leadership
- Develop and maintain program trackers, dashboards, and status reports to provide leadership with visibility into FASC activities and milestones
Currently, this position requires staff to be in-person at the DHS CISA client site near the Ballston metro (in Northern Virginia) up to 5 days per week in accordance with the requirements of the contract. It is unclear whether and/or to what extent the selected candidate will be permitted to work from a remote location. All applicants must be located physically within the National Capital Region.
Required Qualifications
- An active Top Secret clearance and the ability to obtain CISA Suitability
- Ability and availability to work in-person at the DHS CISA client site near the Ballston metro (in Northern Virginia) up to 5 days per week in accordance with the requirements of the contract.

- Interagency Coordination: Proven expertise in coordinating interagency or multi-stakeholder programs, including managing correspondence workflows, scheduling complex meeting cadences, and preparing executive-level briefing materials
- Client Relationships: Strong track record establishing and maintaining trusted working relationships with government clients, senior leadership, and cross-functional teams in a federal contracting setting
- Repository Management: Hands-on experience managing information repositories and collaboration platforms (e.g., HSIN, SharePoint, or similar government systems), including access control and content organization
- Process Documentation: Proficiency in developing SOPs, process documentation, and operational guides that standardize workflows and improve program efficiency
- Written Communication: Demonstrated success drafting polished written products for senior government audiences - including memos, point papers, presentations, and status reports - with a high degree of accuracy and attention to detail

- Knowledge of federal acquisition security policies, Executive Order 13873 (Securing the Information and Communications Technology and Services Supply Chain), and related authorities
