Original job description
Job Summary:
The Proposal Specialist owns assigned government RFx responses (RFPs, RFIs, RFQs) from intake through submission. Working within a structured, repeatable process, this role turns complex solicitations into compliant, persuasive responses - coordinating subject matter experts across Sales, Product, Implementation, Security, Legal, and Finance to hit hard deadlines with zero compliance misses.
This is a hands-on writing and project management role on a small, high-output team. The right person enjoys detail, thrives on deadlines, and wants to grow in a proposal function that is actively building its processes, tools, and content library.
Duties and Responsibilities:
- Response ownership: Manage assigned responses end to end - kickoff, schedule, SME assignments, reviews, final production, and on-time submission.
- Compliance: Shred solicitations and build compliance matrices covering requirements, mandatory forms, submittal instructions, and evaluation criteria.
- Writing: Draft, tailor, and edit response content from the Q&A library and SME input; support executive summaries and cover letters under Proposal Manager guidance.
- SME coordination: Coordinate contributors across departments; track inputs, follow up on gaps, and keep responses on schedule.
- Quality control: Perform QC for compliance, accuracy, consistency, and brand voice, including corporate entity names, pricing references, and cross-section alignment.
- Risk identification: Flag security, compliance, and certification requirements (e.g., SOC 2, PCI) early, and route contract terms and exceptions to Legal per the Exceptions Review process.
- Production: Assemble final packages - formatting, forms, signatures, notarizations, and portal uploads or hardcopy delivery.
- Sales partnership: Partner with Account Executives through the Salesforce RFx intake process; keep records current on status, dates, and outcomes.
- Bid qualification: Prepare solicitation summaries that support Go/No-Go decisions at Bid Council.
- Content library: Maintain and expand the SharePoint Q&A content library; refresh content after each submission.
- Continuous improvement: Request debriefs, capture lessons learned, and contribute to win/loss tracking.
- AI-enabled workflow: Use approved AI-assisted drafting tools to accelerate first drafts while maintaining accuracy and accountability.
Knowledge and Experience:
- 3–5 years of proposal development experience responding to public sector (state/local government) solicitations.
- Demonstrated ownership of RFP responses from release through submission.
- Bachelor’s degree in English, Communications, Business, or related field, or equivalent experience.
- APMP Foundation certification preferred, or willingness to earn it within the first 12 months.
- Familiarity with government procurement portals (e.g., Bonfire, OpenGov, BidNet, DemandStar) preferred.
- Exposure to govtech or SaaS domains such as payments, tax and licensing, DMV, courts, or records preferred.
- Experience with Salesforce and proposal content libraries (e.g., SharePoint) preferred.
Skills and Abilities:
- Strong writing, editing, and proofreading skills with a sharp eye for detail.
- Ability to manage multiple concurrent deadlines and redirect priorities quickly.
- Advanced proficiency in Microsoft Word (styles, formatting, templates), Excel, SharePoint, Adobe Acrobat, and Adobe InDesign.
- Confidence working with - and holding deadlines for - senior SMEs and sales leaders.
- Experience using generative AI tools in a writing workflow preferred.
Work Environment:
- Remote, home-office setting with a moderate noise level.
- The employee will work at an individual workstation, using a telephone, computer, and video conferencing tools.
Physical Demands:
- Must be able to remain seated for extended periods.
- Regular use of a computer and other office equipment, such as printers and scanners.
- Frequent communication via telephone and video conferencing.
