General Purpose:

The Electrical Quality Engineer is the project quality representative responsible for planning, coordinating, inspecting, testing, documenting, and verifying electrical, instrumentation, and control work on various construction projects. This role ensures installations satisfy contract requirements, client specifications, issued-for-construction drawings, approved submittals, applicable codes and standards, manufacturer requirements, and McCarl's Quality Management System. The position supports quality assurance, quality control, commissioning readiness, systemization, turnover, and final acceptance for power distribution, grounding and bonding, raceway, cable, lighting, heat tracing, motors, switchgear, transformers, motor control centers, protective relaying, instrumentation, controls, communications, and associated systems. The Electrical Quality Engineer works closely with the quality management, project management, engineering, construction, commissioning, the client, subcontractors, vendors, testing agencies, and the authority having jurisdiction.

Essential Duties and Responsibilities:

  • Review the contract, client specifications, IFC drawings, one-line diagrams, schematics, wiring diagrams, cable schedules, panel schedules, studies, equipment data, approved submittals, vendor instructions, and applicable codes to identify inspection, testing, documentation, hold-point, witness-point, and acceptance requirements.
  • Develop and maintain electrical and I&C Inspection and Test Plans, inspection forms, checklists, testing matrices, turnover indices, quality procedures, and system or subsystem record requirements.
  • Integrate quality activities into work packages, procurement, construction sequencing, energization plans, commissioning plans, system boundaries, turnover milestones, and the project schedule.
  • Conduct pre-installation meetings, quality kickoff meetings, field surveillances, audits, inspection-readiness reviews, test-readiness reviews, and turnover-readiness reviews for electrical and I&C work.
  • Coordinate required inspections and tests with construction, engineering, commissioning, the client, equipment vendors, third-party testing agencies, subcontractors, and the authority having jurisdiction.
  • Verify receiving inspection, nameplate data, ratings, certifications, damage status, material identification, approved submittals, storage, environmental controls, preservation, and manufacturer requirements for electrical and I&C equipment and materials.
  • Confirm that current approved drawings, specifications, procedures, test forms, equipment data, and vendor instructions are available and used at the point of work.
  • Inspect or coordinate inspection of substations, transformers, switchgear, switchboards, circuit breakers, motor control centers, panelboards, busway, disconnects, generators, UPS systems, batteries, chargers, variable-frequency drives, motors, heaters, and packaged equipment interfaces.
  • Verify raceway type, size, routing, fill, spacing, bends, supports, expansion provisions, seals, firestopping, cable tray installation, separation, housekeeping, identification, and protection against physical damage.
  • Verify cable and conductor type, size, voltage class, routing, pulling tension and sidewall pressure controls when required, minimum bend radius, segregation, shielding, grounding, termination, tagging, splicing, fireproofing, and cable-management records.
  • Inspect grounding and bonding systems, including grounding grid conductors, exothermic or mechanical connections, equipment grounding conductors, bonding jumpers, grounding electrodes, test wells, lightning protection interfaces, and required resistance or continuity testing.
  • Verify installation of lighting, receptacles, emergency systems, heat tracing, freeze protection, cathodic protection interfaces, communications, fire alarm, security, and other auxiliary electrical systems within the project scope.
  • Inspect instrumentation and control installations, including instrument identification, location, orientation, process connections, tubing, supports, impulse lines, manifolds, cable and shield termination, grounding, calibration, loop documentation, and control-panel wiring.
  • Coordinate and review electrical testing such as insulation resistance, continuity, conductor phasing, ground resistance, ductor or contact resistance, transformer turns ratio, winding resistance, polarization index, hipot or VLF testing when specified, breaker timing, primary and secondary injection, relay testing, battery testing, and functional checks.
  • Verify test equipment is suitable, uniquely identified, within calibration, traceable to recognized standards, and used within its rated range. Review test reports for correct equipment identification, settings, results, acceptance criteria, signatures, and traceability.
  • Review protective relay settings, coordination-study implementation, breaker and trip-unit settings, CT and PT ratios and polarity, interlocks, control logic, alarms, permissives, and trip functions against approved engineering documents.
  • Support factory acceptance tests, vendor inspections, site acceptance tests, pre-functional checks, loop checks, motor bump tests, functional performance tests, commissioning, and energization readiness as assigned.
  • Lead or support walkdowns and punch-list development. Verify deficiencies are corrected and reinspected before concealment, cable pulling, termination, testing, energization, or turnover.
  • Maintain inspection and testing status by system and subsystem and ensure records are linked to the correct equipment tag, cable number, circuit, panel, drawing, loop, test package, and turnover package.
  • Compile and progressively review turnover documentation, including material records, inspection reports, test reports, calibration certificates, cable-pull records, termination and torque records, relay reports, equipment check sheets, loop folders, redlines, as-built documents, NCR dispositions, and certificates of conformance.
  • Identify and document nonconforming materials or work; coordinate segregation, technical evaluation, disposition, repair or replacement, reinspection, and closure. Obtain required engineering and client approvals.
  • Perform or support root-cause analysis and corrective action for significant or repetitive installation defects, failed tests, equipment damage, documentation gaps, and commissioning issues; verify corrective-action effectiveness.
  • Monitor and report quality metrics such as inspection completion, first-pass acceptance, failed tests, punch-list aging, NCR aging, testing progress, calibration compliance, turnover readiness, rework, and recurring defect trends.
  • Provide technical guidance and quality training to supervision, craft personnel, subcontractors, and inspectors regarding project requirements, inspection expectations, documentation, testing, and turnover.
  • Maintain authority to stop or suspend work that may create nonconforming installations, damage equipment, compromise traceability, bypass required inspection, or introduce unacceptable energization or testing risk.
  • Perform other duties assigned by the Project Quality Manager, Quality Control Manager, Director of Quality, Project Manager, or Site Manager consistent with the position.

Qualifications:
