Original job description
Overview
LMI is seeking a Senior VA Health Systems Integration & Interoperability Specialist to support Department of Veterans Affairs (VA) modernization initiatives requiring reliable movement of clinical, operational, referral, authorization, and Community Care information. This role is for a deeply experienced VA technologist who can connect integration decisions to real Veteran-care workflows.
The specialist will serve as a senior lead across VistA/CPRS, Oracle Health/Federal EHR, Integrated Veteran Care (IVC), Veterans Community Care (VCC), Community Care Referral and Authorization (CCRA), and HealthShare Referral Manager (HSRM). The role will trace data and workflow across direct and community care, identify authoritative sources, and resolve interface and reconciliation issues. The candidate must understand how consults/referrals, authorizations, episodes of care, clinical documentation, eligibility, scheduling, provider information, and returned Community Care records move through VA workflows, including differences in terminology, identifiers, statuses, and business rules across legacy and modern platforms.
The role will partner with VA clinical and operational stakeholders, IVC/Community Care teams, health informatics, data engineering, architecture, cybersecurity/privacy, analytics, and delivery teams to troubleshoot integrations, define mappings, support migration/reconciliation, and validate data used for analytics, automation, AI-enabled solutions, and decision support.
The ideal candidate brings substantial direct VA/VHA experience, deep VistA expertise, meaningful Oracle Health/Cerner experience, and a record of integrating complex federal health systems. This is not a generic ETL role; VA-specific system and workflow knowledge is essential.
LMI is a new breed of digital solutions provider dedicated to accelerating government impact with innovation and speed. Investing in technology and prototypes ahead of need, LMI brings commercial-grade platforms and mission-ready AI to federal agencies at commercial speed.

Responsibilities
- Serve as the senior technical lead for VA health-system integration across VistA/CPRS, Oracle Health/Federal EHR, IVC/VCC Community Care, and related enterprise data flows.
- Map and troubleshoot end-to-end direct-care and Community Care workflows, including consults/referrals, authorizations, scheduling, episodes of care, documentation, provider data, and returned medical records.
- Examine healthcare claims and data in X-12 data standards and formats to aggregate encounters and episodic data to identify objective healthcare outcomes and payment metrics
- Reconcile VistA/CPRS consult workflows with Oracle Health referral workflows, including statuses, identifiers, business rules, and reporting impacts.
- Support CCRA/HSRM integration for Community Care referrals and authorizations and isolate workflow, interface, configuration, and data-quality issues.
- Design and review source-to-target mappings, interface specifications, transformation rules, reconciliation logic, and validation criteria across approved VA and community-care exchanges.
- Evaluate VA integration approaches including VIA, RPC/RPC Broker patterns, HL7 v2, APIs, FHIR-based exchange, files, databases, and other approved mechanisms.
- Trace authoritative sources and lineage across VistA, Oracle Health, Community Care, enterprise repositories, and downstream analytics; resolve conflicting definitions and records.
- Diagnose failed or incomplete integrations by examining interface behavior, timing, identifiers, code sets, status transitions, missingness, duplicates, permissions, and dependencies.
- Support VistA-to-Federal-EHR coexistence, migration, cutover, and reconciliation by validating mappings, completeness, interface behavior, and continuity of critical data.
- Enable reporting, measurement, automation, and AI-enabled workflows while preserving source context, lineage, validation, and known limitations.
- Coordinate with clinical informatics, IVC/Community Care SMEs, application owners, architecture, platform, cybersecurity/privacy, data teams, and Government stakeholders to resolve cross-system issues.
- Define monitoring, exception handling, auditability, data-quality checks, interface-health indicators, and operational support expectations for critical integrations.
- Produce system/data-flow diagrams, interface inventories, mappings, business-rule crosswalks, lineage, reconciliation logic, known limitations, and operational dependencies.
- Provide senior technical review, mentoring, and knowledge transfer on VA-specific integration constraints, workflows, and authoritative sources.
Qualifications
Required:
- Bachelor's degree in computer science, information systems, health informatics, data engineering, engineering, or a related field; equivalent directly relevant experience may be considered
- 10+ years healthcare claims review and processing specifically with Electronic Data Interchange (EDI) transactions and data in X-12 formats, with emphasis on 270/271 transactions in operations, development, subrogation/subvention, and/or fraud/waste/abuse capacities.
- 5+ years in healthcare systems integration, health IT, data integration, interoperability, EHR integration, or related enterprise technology work.
- 5+ years of direct VA/VHA technology, health informatics, integration, data, or Community Care experience with practical knowledge of VA systems and workflows.
- Deep hands-on VistA/CPRS expertise, including architecture, data structures, workflows, and integration approaches such as FileMan concepts, RPC/RPC Broker, HL7, VIA, or comparable mechanisms.
- Demonstrated Oracle Health/Cerner or Federal EHR experience spanning VistA coexistence, interfaces, migration, reconciliation, or workflow translation.
- Strong VA Community Care and IVC/VCC knowledge, including referral/authorization lifecycles and experience with CCRA/HSRM or closely related integration processes.
- Strong SQL skills for investigating complex issues across relational databases, enterprise data stores, interface outputs, and reporting environments.
- Experience with HL7 v2, APIs, JSON/XML, FHIR concepts, ETL/ELT, batch/file exchange, identity matching, and source-to-target mapping.
- Demonstrated ability to reconcile conflicting records, identifiers, statuses, definitions, and business rules and determine the authoritative source for a use case.
- Experience handling PHI/PII within federal healthcare security, privacy, auditing, records-management, access-control, and data-governance requirements.
- Ability to successfully complete and maintain required federal background investigation, suitability, and Public Trust requirements.
Desired:
- 12+ years of enterprise health IT or systems-integration experience with extensive VA/VHA work across facilities, VISNs, national program offices, or enterprise systems.
- Deep IVC/VCC Community Care experience, including CCRA/HSRM, Community Care Network workflows, referral/authorization status, episodes of care, eligibility, scheduling, and clinical-document return.
- Experience with VA Community Care data environments such as CCRA, CCRS, eCAMS, CDW, or other governed enterprise sources.
- Experience with JLV, Health Information Exchange (HIE), or other VA mechanisms for exchanging or viewing clinical information across VA, federal, and community partners.
- Familiarity with M/MUMPS, InterSystems technologies, VistA FileMan, or low-level VistA troubleshooting.
- Experience supporting Federal EHR modernization, VistA-to-Oracle Health migration/coexistence, interface remediation, or cross-EHR data reconciliation.
- Experience enabling analytics, automation, AI/ML, or decision support using VA clinical or Community Care data with appropriate lineage, validation, and human oversight.
- Relevant interoperability, health informatics, HL7/FHIR, cloud/data integration, database, or architecture training/certification; deep VA expertise is more important than any single credential.
