Original job description

Overview

LMI is seeking a Project Manager / Scrum Master at the senior level to lead Agile delivery in support of Department of Veterans Affairs (VA) technology modernization initiatives. This role combines hands-on Scrum leadership, integrated project planning, stakeholder coordination, and disciplined delivery management to help multidisciplinary teams deliver consistent outcomes while adopting enterprise work-management standards.

The Project Manager / Scrum Master will direct sprint and release cadence, translate objectives into actionable Jira backlogs and schedules, and coordinate dependencies across discovery, training, cloud configuration, migration, analytics, and organizational adoption activities. The successful candidate will establish clear delivery priorities, monitor quality and capacity, and provide timely, decision-ready reporting on progress, blockers, and risk.

This is not a meeting-facilitation-only role. The project manager must make tradeoffs visible, remove impediments, align delivery plans with stakeholder readiness, and follow issues through resolution. Strong judgment, practical familiarity with Agile delivery, and an ability to communicate with both technical teams and senior leaders are essential.

LMI is a new breed of digital solutions provider dedicated to accelerating government impact with innovation and speed. Investing in technology and prototypes ahead of need, LMI brings commercial-grade platforms and mission-ready AI to federal agencies at commercial speed.

Leveraging our mission-ready technology and solutions, proven expertise in federal deployment, and strategic relationships, we enhance outcomes for the government, efficiently and effectively. With a focus on agility and collaboration, LMI serves the defense, space, healthcare, and energy sectors - helping agencies navigate complexity and outpace change. Headquartered in Tysons, Virginia, LMI is committed to delivering impactful results that strengthen missions and drive lasting value.

Responsibilities

  • Own integrated workstream plans, sprint cadence, backlog health, milestones, dependencies, decision logs, and delivery status in Jira.
  • Facilitate sprint planning, daily coordination, reviews, retrospectives, backlog refinement, and impediment removal.
  • Coordinate assessment, training, platform configuration, migration, integration, and adoption teams to support readiness-based delivery waves.
  • Prepare concise stakeholder status reports, delivery forecasts, issue and risk escalations, and corrective-action plans.
  • Track deliverable acceptance, quality, schedule, capacity, and action items; maintain current governance artifacts.
  • Partner with technical leads and customer stakeholders to resolve blockers, manage change requests, and support handover.
  • Build integrated milestone and release plans with clearly assigned owners, acceptance criteria, dependency links, and contingencies; reconcile sprint-level commitments with larger delivery-wave schedules.
  • Establish transparent controls for scope, assumptions, risk, change requests, action items, and lessons learned without introducing unnecessary administrative burden.
  • Monitor sprint predictability, blocked work, aging items, workload, throughput, and planned-versus-completed deliverables; use trends to drive constructive improvement discussions.
  • Coordinate readiness and approval checkpoints with customer decision-makers before onboarding teams or transitioning configurations and data.
  • Lead concise working sessions and executive updates that distinguish decisions required, emerging risks, corrective actions, and confirmed results.
  • Support GitHub / CI-CD integration, connecting the full Atlassian suite (Jira, Confluence) to GitHub

Qualifications

Required:

  • Bachelor's degree in project management, business administration, information systems, computer science, or a related field. (four additional years of relevant experience may substitute for a Bachelor’s)

  • PMP or PMI-ACP certification; Certified ScrumMaster (CSM) or Professional Scrum Master (PSM) a plus.
  • Experience leading Agile delivery with Jira Cloud, workflows, plans, reports, and dependency management.
  • Strong facilitation, executive communication, risk management, and cross-functional coordination skills.
  • Ability to obtain and maintain a favorable Public Trust determination and satisfy applicable federal personnel vetting, security, privacy, accessibility, and data-handling requirements.
  • Demonstrated ability to manage schedule and delivery risks, coordinate multiple interdependent teams, and produce accurate executive-level status reporting.

  • Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or federal health programs is highly desirable.
  • Federal enterprise IT modernization, Atlassian implementation (Commercial Cloud preferred), or cloud-migration experience.
