Dexian Government Solutions is seeking a Telecommunications Specialist III to support our EPA BSMD proposal effort. This position serves as the service area lead for voice telecommunications, neutral host in-building wireless and Distributed Antenna Systems (DAS), and audiovisual/video teleconferencing (A/V/VTC) services.

The Telecommunications Specialist III provides technical leadership and hands-on support for the design, installation, configuration, testing, operation, maintenance, and documentation of communications systems. The role coordinates with Government stakeholders, enterprise service providers, carriers, vendors, and other technical teams to maintain reliable services and deliver approved system improvements.

Job Duties

Technical Leadership and Service Coordination

  • Lead daily service area activities, coordinate dependencies across technical teams, and support staffing coverage, knowledge transfer, and cross-training.
  • Review customer requirements and recommend changes to communications architecture, equipment, and service delivery.
  • Coordinate change planning, maintenance activities, and escalations with Government representatives, Technical Account Managers, enterprise providers, and supporting contractors.
  • Maintain compliance with customer, agency, industry, security, and privacy standards.
  • Configure operating systems and security patches for supported host and distributed communications systems and implement incident response procedures within assigned authority.

Voice Telecommunications

  • Plan and coordinate installation, maintenance, repair, upgrades, configuration, operation, and documentation of delegated voice, fax, telephone switch, voicemail, and interconnect services.
  • Perform authorized moves, additions, changes, troubleshooting, and service-location documentation.
  • Install, program, and maintain common telecommunications equipment, including analog phones, fax machines, overhead paging systems, alarm and monitoring circuits, and special-purpose circuits.
  • Support telecommunications connectivity for health and safety systems, including Area of Rescue Assistance devices and designated analog phones. Restore dial-tone connectivity for outdoor duress stations and elevator emergency communication devices when required.
  • Coordinate circuit orders, service activation, number porting, repairs, and escalations with carriers and enterprise service providers.
  • Maintain inventories of lines, extensions, devices, voicemail boxes, trunks, circuits, and demarcation points.
  • Use EPA's eBusiness application for authorized order processing, project management, and billing documentation.
  • Route enterprise-managed functions, including designated softphone, voicemail, handset, and Avaya G450 activities, through the appropriate enterprise team unless expressly delegated.
  • Coordinate with the managed services contractor for enterprise voice systems (for example, ACM and AAM hosted at RTP), submit higher-tier tickets or work requests as required, and perform local programming and administration of delegated gateways and phones through approved web portals and processes.

Distributed Antenna Systems and In Building Wireless

  • Inspect and test DAS equipment, campus distribution systems, antennas, connectors, and supporting uninterruptible power supplies.
  • Perform carrier signal-strength checks, visual inspections, interference and loss isolation, and final coverage assessments.
  • At Cincinnati, identify deficiencies and coordinate Government escalation to the outside neutral host vendor.
  • At Research Triangle Park, install, integrate, test, maintain, and optimize authorized DAS equipment and supporting infrastructure, complying with applicable codes and manufacturer requirements.
  • Maintain an RTP received signal strength indicator (RSSI) greater than −85 dBm across approximately 95% of the covered receiving area.
  • Prepare annual campus heat-map overlays, post-activation coverage plots, preventive maintenance records, and service-restoration verification.
  • Develop requested installation, upgrade, and expansion recommendations, including engineering requirements and project implementation approaches.
  • Begin additional neutral host work only after receiving written Government technical direction.

Audiovisual and Video Teleconferencing

  • Provide end-to-end support for designated A/V and VTC rooms, including endpoints, codecs, digital signal processors, microphones, speakers, cameras, displays, projectors, control processors, and scheduling panels.
  • Consult with customers and engineer, install, configure, program, test, and troubleshoot VTC solutions and associated equipment; coordinate with external VTC integrators and manufacturers when directed, and apply approved device naming, addressing, and labeling conventions.
  • Prepare design packages containing scaled room layouts, signal-flow and network diagrams, rack elevations, equipment locations, bills of materials, power and heat-load summaries, cable schedules, and facility modification cost estimates.
  • Apply documented quality assurance and quality control procedures, including peer reviews, design checklists, commissioning plans, and acceptance testing; maintain evidence of QA/QC adherence for each project.
  • Install, relocate, remove, and document VTC endpoints and peripherals; maintain room-level configuration baselines and equipment inventories.
  • Facilitate virtual meetings, conferences, and events through pre-event testing, run-sheet preparation, user assistance, onsite monitoring when directed, and timely troubleshooting.
  • Train users and maintain operating procedures, training guides, and version-controlled as-built drawings.
  • Coordinate enterprise conferencing, call-control, network quality-of-service, and identity integration issues with the responsible enterprise teams.
  • Recommend Government-approved improvements to reliability, usability, accessibility, monitoring, firmware management, lifecycle planning, and RF/acoustic performance.

Change Management Documentation and Reporting

  • Track incidents, requests, and service activities in the designated IT service management tool.
  • Execute approved changes within established maintenance windows using tested rollback plans and post-implementation reviews, as applicable.
  • Coordinate structured cabling and physical-layer work with the Data Telecommunications Support team.
  • Maintain configuration baselines, engineering drawings, test results, approvals, knowledge articles, and acceptance documentation in the designated repository.
  • Provide telecommunications, DAS coverage, and VTC usage and performance reports according to contractual requirements.
