The Systems Administrator III provides hands-on administration of VxRail/VMware ESXi environments, guest operating systems, and associated applications. The role also coordinates technical activities across service areas, enterprise providers, vendors, and Facilities personnel while maintaining effective change control, documentation, coverage, and cross-training.

Job Duties

Server Administration and Infrastructure Support

  • Administer server platforms, including VxRail infrastructure, VMware ESXi hypervisors, and guest operating systems.
  • Install software releases, system upgrades, patches, firmware, and drivers during approved maintenance windows; troubleshoot and resolve software and configuration issues.
  • Verify server and service health each federal business day, including operating system and application logs, scheduled tasks, endpoint protection/endpoint detection and response (EDR) agent health, signature currency, time synchronization, and domain connectivity.
  • Monitor CPU, memory, storage, input/output operations per second (IOPS), latency, cluster health, datastore capacity, virtual machine snapshots, and tools/agent status; address performance issues and capacity thresholds.
  • Review patch compliance, pending restarts, certificate and keystore expiration dates, privileged accounts, service accounts, scripts, and alert thresholds.
  • Maintain configuration baselines, server images, inventories, software and patch versions, license records, support agreements, and approved configuration deviations.
  • Coordinate end-of-life and end-of-support planning, including proposed decommissioning schedules and data disposition procedures.
  • Coordinate server-room power and UPS requirements with the designated telecommunications support team.

Backup Recovery and Continuity

  • Execute automated nightly incremental backups and weekly full backups to designated disaster recovery storage.
  • Validate backup and replication results, investigate failures, and implement corrective actions.
  • Maintain documented backup and restoration procedures and perform server test restores at least quarterly.
  • Document recovery test results, restoration evidence, and corrective actions.

Facility Controls Systems Support

  • Administer, monitor, and maintain supported on-premises or logically isolated facility controls systems (FCS), associated applications, services, and designated edge devices.
  • Apply vendor-approved patches and firmware, maintain supported configurations, enforce least-privilege access and segmented network addressing, and verify system operability following maintenance.
  • Monitor FCS application and system logs and validate time synchronization.
  • Perform quarterly backups of supported FCS servers and workstations, validate at least one restore per asset each quarter, and retain the three most recent backups on designated storage.
  • Maintain current inventories, diagrams, wiring and network topology records, configuration baselines, and standard operating procedures using version control.
  • Coordinate troubleshooting, escalations, testing, and acceptance activities with Facilities, designated vendors, and enterprise/shared-service teams.
  • Follow site access, personal protective equipment, and safety requirements; coordinate lockout/tagout procedures where required.
  • Coordinate NIH-RTP device support through the Facilities Management and Services Division within established support boundaries.

Service Leadership Change Management and Reporting

  • Lead assigned service areas and coordinate dependencies, activity sequencing, support coverage, and cross-training across technical teams.
  • Submit changes through established approval processes and maintain implementation plans, impact analyses, back-out plans, and post-implementation reviews, as applicable.
  • Submit an Impact Analysis Report at least three weeks before planned work that may affect FCS operations, unless otherwise approved by the Government.
  • Schedule outage-causing FCS work after normal business hours unless the Government approves another schedule.
  • Record maintenance, incidents, changes, restorations, and performance observations in the EPA IT service management tool.
  • Maintain system runbooks, access procedures, recovery playbooks, and other knowledge artifacts in the designated repository.
  • Provide monthly performance metrics, preventive maintenance summaries, backup and restore status, root-cause analyses, and corrective action updates.
  • Recommend Government-approved improvements to reliability, security, standardization, automation, capacity planning, and operating efficiency.

  • Four to six years of systems administration experience in the field or a related area.
  • Ability to meet the Tier 4 Public Trust requirement identified for the position.
  • Experience administering server operating systems, virtualized infrastructure, software installations, upgrades, patching, and configuration management.
  • Knowledge of VxRail/VMware ESXi environments, hypervisor operations, virtual machine management, and infrastructure monitoring.
  • Experience performing backups, recovery operations, restoration testing, and troubleshooting backup or replication failures.
  • Ability to evaluate system logs, performance trends, capacity utilization, endpoint protection status, and configuration issues.
  • Knowledge of access controls, least-privilege practices, account reviews, and approved system hardening standards.
  • Ability to support facility controls platforms and coordinate technical work with vendors, Facilities personnel, and enterprise service providers.
  • Experience maintaining technical documentation, inventories, operating procedures, change records, and service reports.
