Original job description

Dexian Government Solutions is seeking a Network Engineer III to support our EPA BSMD proposal effort. This position serves as the Service Area Lead for Data Telecommunications Support, overseeing site-local connectivity, structured cabling, carrier coordination, and explicitly delegated Cisco device administration.

The Network Engineer III provides technical leadership, resolves complex connectivity issues, maintains accurate infrastructure documentation, and coordinates service delivery with Government stakeholders, Technical Account Managers, carriers, and the MAINES enterprise network team. Work focuses on physical-layer infrastructure and authorized local devices, with enterprise network changes coordinated through MAINES. Plant-level power systems are supported under Facility Control Systems.

Job Duties

  • Lead the Data Telecommunications service area, coordinate dependencies across technical teams, and support service coverage, knowledge sharing, and cross-training.
  • Install, terminate, patch, label, dress, and maintain copper and fiber cabling in accordance with applicable agency standards.
  • Perform certified cable testing using tools such as Fluke testers and optical time-domain reflectometers (OTDRs); submit test results for Government acceptance.
  • Maintain cable-plant records, rack elevations, patch-panel maps, port assignments, circuit inventories, and as-built drawings.
  • Execute physical moves, adds, and changes, including jack activation through patching, equipment staging in approved racks, and end-to-end pathway validation.
  • Troubleshoot local connectivity issues by testing cable and pathways, validating endpoint power and link status, and isolating faults to wiring, patching, or carrier demarcation points.
  • Evaluate hardware and software suitable for large, complex networks.
  • Test and implement interface programs.
  • Manage network performance, including monitoring, analysis, and escalation of performance degradation.
  • Develop network security procedures.
  • Maintain fault-tolerant systems and manage system and configuration backups.
  • Open, update, and track incidents and service requests in the IT service management (ITSM) system; coordinate escalation and verify service restoration.
  • Coordinate circuit orders, installations, turn-ups, maintenance, repairs, and service acceptance testing with carriers and on-site stakeholders; validate performance following carrier repairs.
  • Administer explicitly delegated site-local Cisco IOS devices using accounts restricted to privilege level 12 and Government-approved procedures.
  • Perform authorized diagnostics, interface status checks, port enablement or disablement, port description updates, error-counter reviews, and application of preapproved interface templates.
  • Coordinate enterprise-managed network activities and higher-privilege changes with MAINES, including routing, ACL, QoS, VLAN, spanning-tree, firmware, and device reload activities.
  • Use approved authentication, authorization, and accounting controls, encrypted management protocols, and session logging; retain required post-change evidence.
  • Perform and document monthly functional tests of in-scope rack-mounted UPS units; include results in monthly reporting and coordinate failed-battery disposal with the designated hazardous materials contact.
  • Prepare and execute approved changes within established maintenance windows, including tested back-out plans and post-implementation reviews when required.
  • Maintain runbooks, standard configurations, test artifacts, acceptance records, and other knowledge materials in the designated Government-accessible repository.
  • Recommend improvements to labeling, cable management, field pre-terminated trunks and managed patch-cord lengths, patch-field housekeeping, physical security, and cable-plant capacity.
  • Conduct periodic cable-plant audits and recommend remediation of abandoned or underperforming cabling.
  • Analyze cabling test results, carrier performance data, and ITSM records to identify trends and recommend corrective action or escalation.

Required Qualifications

  • Bachelor's degree in a related discipline, or equivalent qualifications.
  • Relevant network engineering or data telecommunications experience installing and maintaining complex networks that link numerous computing platforms, operating systems, and network topologies across widely dispersed geographic areas; the labor category identifies 4-6 years of experience.
  • Hands-on experience with structured copper and fiber cabling, installation, termination, patching, labeling, and testing.
  • Experience troubleshooting physical network connectivity, endpoint links, carrier circuits, and telecommunications pathways.
  • Working knowledge of Cisco IOS diagnostics, interface administration, and role-based privilege restrictions.
  • Experience maintaining network infrastructure inventories, technical diagrams, runbooks, and change documentation.
  • Experience developing network security procedures, maintaining fault-tolerant systems, managing system and configuration backups, and working with infrastructure from multiple vendors.
  • Certification as a network engineer (for example, CCNA or higher); the labor category indicates certification is typically required.
  • Ability to coordinate technical work across service areas, enterprise providers, carriers, and Government stakeholders.
  • Ability to lead technical activities, exercise independent judgment, and resolve complex problems with minimal disruption to mission operations.
  • Strong communication, documentation, organizational, and customer service skills.
