Original job description
**This position is contingent upon contract award.**
Leidos is seeking an experienced Deputy Program Manager (DPM) for the Department of Veterans Affairs (VA) Summit Advanced Tooling, Lakehouse, and Artificial Intelligence Services (ATLAS) program. ATLAS supports secure, governed enterprise data access, cloud platform services, customer onboarding, advanced analytics, and AI/ML enablement across VA.
Remote work within the continental United States is permitted subject to VA security and system-access approval. Washington, DC metropolitan-area candidates are preferred. Must support Eastern Time collaboration and program operating requirements; occasional travel and after-hours/weekend escalation support may be necessary.
Reporting to the Program Manager, the DPM leads day-to-day delivery for an assigned program vertical: Summit Users (customer engagement, intake, onboarding, adoption, training, and support) or Product, Data, and Continuous Improvement (architecture, security, platform enhancement, data services, governance, and AI/ML enablement). The DPM integrates Leidos and subcontractor resources, manages performance and dependencies, and ensures operational continuity while balancing schedule, service quality, and firm-fixed-price financial constraints.
Primary Responsibilities
- Lead daily execution across assigned PWS workstreams; coordinate delivery teams, shared technical specialists, and subcontractor partners against one integrated backlog and schedule.
- Serve as the designated backup to the Program Manager, assuming program-level coordination, customer engagement, operational oversight, and decision-making responsibilities during the PM's absence, within delegated authority.
- Translate VA priorities into actionable work plans, milestones, staffing assignments, delivery forecasts, and measurable outcomes; coordinate Agile/product-centric planning and reviews.
- Manage staffing readiness, resource utilization, recruiting needs, performance, and succession/backup coverage within assigned workstreams; coordinate VA onboarding, access dependencies, and operational readiness.
- Monitor assigned workstream budgets, labor mix, subcontractor expenditures, and forecast performance; identify staffing or delivery decisions that could erode contract margins and recommend corrective action to the Program Manager.
- Maintain risks, issues, dependencies, decisions, and action logs; oversee deliverable quality, timeliness, reporting, service levels, and corrective actions within assigned workstreams; escalate significant issues to the Program Manager and appropriate VA stakeholders.
- Coordinate with VA stakeholders, product owners, technical leads, security personnel, and subcontractors to resolve priorities, approvals, handoffs, and operational problems.
- Support transition-in and steady-state operations, including incumbent knowledge transfer, service continuity, and operational handover; promote process improvement, automation, and measurable productivity gains.
- Provide management escalation support for urgent incidents when required.
Required Qualifications
- Bachelor's degree and 12+ years of relevant experience, including 4+ years leading or supervising teams or complex projects;
- Experience managing delivery of complex enterprise IT, cloud, data, analytics, or software programs with multiple technical disciplines and interdependent workstreams.
- Demonstrated ability to manage schedules, staffing, budgets, risks, deliverables, and customer expectations, including coordination of subcontractor or partner teams.
- Experience with Agile or product-centric delivery, cross-team dependencies, and operational performance measures.
- Ability to lead technical and customer-facing teams, resolve competing priorities, communicate effectively with senior stakeholders, and deliver under demanding timelines.
- Working knowledge of federal IT security, personnel onboarding, and service-management concepts sufficient to coordinate specialist teams and Government dependencies.
- Demonstrated experience managing or supporting federal government IT contracts, including contract performance, schedule and financial management, subcontractor coordination, and compliance with contractual deliverables and reporting requirements.
- Ability to obtain and maintain the required VA Public Trust suitability determination.
Preferred Qualifications
- Highly preferred: Direct experience supporting the VA Summit Data Platform, its operating environment, customer workflows, or adjacent VA enterprise data and analytics programs.
- Experience managing VA or other federal IT contracts, especially incumbent-contractor transitions, service continuity, knowledge transfer, Government onboarding, continuity of operations, and geographically distributed teams.
- Experience with firm-fixed-price delivery, labor forecasting, subcontractor oversight, and balancing staffing quality, speed, and affordability.
- Familiarity with Microsoft Azure, data platforms/lakehouse operations, DevSecOps, cybersecurity, ServiceNow, or AI/ML enablement.
- One or more of the following - PMP, PgMP, Certified ScrumMaster, SAFe, or comparable program/product delivery certification.
