Overview

The Strategic Sourcing & Delivery Manager provides operational leadership for the sourcing and delivery of customized workforce solutions for companies receiving LED FastStart services. The position will play a critical role in ensuring LED fulfills existing FastStart project commitments while supporting the transition to a more flexible delivery model that leverages internal capabilities, strategic partners, and qualified third-party providers.

The Manager translates company workforce and training requirements into executable delivery strategies; works with the Training and Development Director to ensure delivery of the appropriate internal, external, or blended delivery model; sources and manages qualified providers; and maintains accountability for scope, schedule, budget, quality, and successful delivery.

The Strategic Sourcing & Delivery Manager must be able to manage multiple complex initiatives simultaneously while translating evolving workforce and business needs into practical, scalable, and measurable learning solutions through vendors.

Successful candidates must possess the ability to effectively communicate and collaborate with all levels of a project and agency’s organization. Solid organizational and planning skills will be required for teamwork and collaboration to direct concurrent programs with simultaneous development and delivery schedules.

LED offers a dynamic, high-profile, fast-paced environment where a strategic, integrated, action-oriented approach to operations is the standard.

Responsibilities

  • Delivery Strategy and Capability Assessment: Collaborate with FastStart project teams and client companies to translate workforce and training requirements into executable delivery plans. Assess internal capabilities, strategic partners and external providers to determine the most effective delivery model based on expertise, capacity, schedule, cost, quality, scalability, intellectual property and project risk.

  • Project, Portfolio, and Financial Management: Establish and manage project scopes, schedules, budgets, resources, milestones, dependencies, and performance measures across multiple concurrent engagements.
  • Provider Network Development: Build and maintain a scalable network of qualified training and workforce providers across industries, occupations, technical disciplines and delivery modalities; maintain visibility into provider capabilities, capacity, geographic reach, pricing, performance and availability to accelerate deployment for FastStart projects.
  • Quality Assurance and Continuous Improvement: Establish standards and approval processes to ensure training deliverables meet instructional, technical, operational, accessibility, and project requirements while incorporating performance data and stakeholder feedback.
  • Knowledge Transfer and Sustainability: Ensure outsourced deliverables include appropriate documentation, source materials, licensing rights, maintenance provisions, and knowledge transfer to support future updates and reuse.

Minimum Qualifications

  • Demonstrated experience managing multiple projects involving scope, schedule, budget, staffing, risk, and quality.
  • Experience developing scopes of work, evaluating proposals, managing contractors or vendors, monitoring milestones, and accepting completed deliverables.
  • Experience preparing and managing project budgets, cost estimates, resource plans, and vendor expenditures.
  • Strong client-management, negotiation, problem-solving, and decision-making skills.

Preferred qualifications

  • Experience supporting manufacturing, industrial, technical, or large-scale workforce ramp-up projects.
  • Experience with Louisiana-specific government procurement and contract administration.
  • Knowledge of learning-management systems, digital content development, learning analytics, and emerging instructional technologies.
