Clearance: Current, active SECRET clearance required Travel: CONUS and OCONUS, including contingency and austere locations Employment type: Full-time, contingent on contract award
About KVG
KVG LLC is an international mission support company headquartered in Gettysburg, Pennsylvania, with Program Management Offices worldwide. We deliver base operating and life support, expeditionary construction, logistics and commodities to U.S. military and Government customers under Navy, Air Force, Army, DLA and Department of State contract vehicles. Recent work includes ten miles of force-protection barriers on the southwest border, protective bunkers in the UAE, exercise life support in Japan and the Philippines, and bulk fuel delivery to Pine Gap, Australia.
About the role
KVG is bidding as a prime contractor on the U.S. Air Force Contract Augmentation Program VI (AFCAP VI), a multiple-award IDIQ run by the Air Force Civil Engineer Center (AFCEC) at Tyndall AFB, Florida, for rapid-response construction, services and commodities worldwide. The Alternate Program Manager is one of two key personnel named in the contract. You work alongside the Program Manager on day-to-day program execution and act as Program Manager, with full authority, whenever the PM is unavailable or when designated.
The Alternate Program Manager is identified in our proposal and signs a letter of intent before proposal submission on 1 December 2026. Employment in the role begins at contract award, currently expected in late 2027, and carries a minimum 12-month commitment from that date.
Location
Remote within the United States; Gettysburg, PA or Tyndall AFB / Panama City, FL area preferred.
What you will do
- Act as Program Manager in the PM’s absence, with authority to commit KVG’s funds and resources to the Contracting Officer.
- Serve as one of the primary 24-hour contacts in the 24/7 on-call rotation: one-hour callback to the Contracting Officer, binding proposals within 24 hours on urgent requirements, on site within 24 hours CONUS or 48 hours OCONUS, and the two-hour in-person or secure-VTC response at Tyndall AFB for classified taskings.
- Manage assigned task orders across engineering, construction, services and commodities: schedule, cost, quality, subcontractors, Government property and deliverables.
- Prepare task order proposals, Task Order Management Plans, quality control plans, mission-essential plans and modification packages.
- Produce program reporting: FLASH reports, situation reports, monthly status and cost reports, and the Key AFCAP VI Contact Listing.
- Supervise Site Managers and Alternate Site Managers at dispersed locations and coordinate Government, subcontractor and vendor interfaces.
- Keep the AFCAP Management Plan components current and support compliance with security, safety, property, CTIP and vendor threat mitigation requirements.
- Oversee deployment readiness: Tyndall AFB processing, SPOT letters of authorization, medical and immunization standards and pre-deployment training.
- Complete the Government’s AFCAP contractor training after award.
Minimum qualifications
These are the Government’s stated criteria for the position. Each one is verified from your résumé, your experience narrative and the DoW security database, so please address each directly.
- U.S. citizen.
- Current, active SECRET clearance. Clearance eligibility, an expired clearance or a clearance in process does not meet this requirement.
- Two years of program management experience within the last seven years, with demonstrated expertise in each of the following:
- Government appropriations
- Engineering, construction, services or commodities
- Government acquisitions
- Management of multiple task orders greater than $400,000 each
- Willing to sign a letter of intent committing to the role on award and to serve in it for at least 12 months.
- Able to deploy CONUS and OCONUS and to meet DoW contractor deployment standards (medical and dental screening, immunizations, pre-deployment training).
Preferred
- Experience on AFCAP, LOGCAP, WEXMAC, Navy base operating support or a similar contingency IDIQ.
- Experience with Air Force installation support (civil engineering or force support functions).
- Experience with cost-reimbursable task orders and Government cost reporting.
- PMP or equivalent; bachelor’s degree in engineering, construction management, logistics, business or a related field.
- Experience supervising personnel at multiple sites, including OCONUS.
How to apply
Apply through this posting and include the following:
- Resume with month and year for each position.
- A summary of the Government contracts and task orders you managed in the last seven years: customer, scope, dollar value, locations, your role and dates.
- Confirmation that your SECRET clearance is current and active, the agency that granted it, and a facility security officer who can verify it. Do not send a Social Security number; KVG’s security lead will collect verification details separately.
