As a vital leader within the Aging & Long-Term Care Division, the ALTC Planner/Contracts Manager plays a key role in shaping high-impact programs and ensuring that essential services reach older adults, people with disabilities, low income families, and caregivers throughout our community.

The ALTC Planner/Contracts Manager oversees planning activities and manages a wide range of contracts that support the Division’s programs, including state Medicaid Waivered services, Older Americans Act programs administered by the Area Agency on Aging, WA Cares, Medicaid health-related social needs, and state-funded nutrition services. In this role, you will be responsible for developing and executing contracts and subcontracts, monitoring program and provider performance, leading special projects, and serving as the primary staff lead for Area Plan development and implementation. This position provides training, guidance, and supervision to professional and support staff. The successful candidate will work closely with internal teams, community partners, and the public to ensure diverse contract requirements are met. Work is performed with general direction and requires independent judgment, strong analytical skills, and the ability to navigate complex issues within the framework of legislation, state program policies, and County procedures. Performance is evaluated through meetings, monitoring activities, and reports.

As the next ALTC Planner/Contracts Manager (Program Supervisor), you will:

Supervise the contracts team responsible for subcontract management, e-contracts processing, accounts payable, program reporting, and SharePoint Project Center.
Contract Monitoring: Develop and implement monitoring tools and schedules. Conduct risk assessments, review documentation, evaluate compliance, analyze findings, resolve issues, write monitoring reports, facilitate meetings, and approve corrective action plans.
Planning: Develop comprehensive short- and long-range program plans, goals, objectives, and required Area Plan activities which include community outreach.
Special Projects and Programs: Conduct research and analysis on program issues, provide technical assistance, prepare reports and statistical information, analyze data, identify trends, and support future planning efforts.
