Interface Analyst
Come, Innovate, Build, Disrupt & Thrive!
Position Overview KēSTA I.T. is seeking an Interface Analyst for a full-time contract engagement supporting an agency.
The organization is implementing federal interoperability mandates under CMS-0057-F and maintaining a complex portfolio of HL7 and FHIR-based healthcare interfaces. Its environment centers on Infor Cloverleaf as the primary integration engine, MarkLogic as the data store, and FHIR-based APIs used to exchange data with managed care organizations, providers, payers, and state and federal agencies.
In this role you will provide technical leadership across daily interface operations, FHIR API compliance support, interface assessment and documentation, document management, and a possible Cloverleaf configuration migration to new infrastructure. You will lead a small team of contractors focused on interoperability and data movement between applications, and report to IT executive leadership.
Success in this position means reliable, accurate, and well-documented data exchange with trading partners, interfaces that meet current standards, and clear communication of status, risks, and compliance implications to IT leadership.
Key Responsibilities
- Manage, monitor, and maintain HL7 and FHIR-based healthcare interfaces to ensure availability, accuracy, performance, and reliable data exchange
- Oversee the Infor Cloverleaf integration engine, including interface configuration, message routing, transformation, error handling, and performance tuning
- Triage and resolve interface failures, message errors, and data exchange issues in line with incident severity, and be available on call during major incidents, planned maintenance windows, and critical data exchange events
- Coordinate with external trading partners, including MCOs, providers, payers, and state and federal agencies, on connectivity, onboarding, and issue resolution
- Support compliance with the CMS-9115-F and CMS-0057-F final rules, including FHIR API testing, validation, documentation, and go-live support for Patient Access, Provider Directory, Provider Access, Payer-to-Payer, and Prior Authorization APIs
- Ensure interfaces and data exchange align with HL7 FHIR standards, US Core Implementation Guides, Da Vinci Implementation Guides, and USCDI data element requirements
- Coordinate with AWS, MarkLogic, Cloverleaf, and other vendor and platform teams on solution delivery and technical issues
- Monitor CMS interoperability regulations and advise IT leadership on compliance implications, required actions, and timelines
- Complete the current-state assessment of existing interfaces, prioritize gaps, and implement optimization, standardization, and automation improvements
- Develop and maintain interface documentation, including specifications, data flow diagrams, mapping documents, message type inventories, SOPs, runbooks, troubleshooting guides, a knowledge base, and interface standards and naming conventions
- Map and document all HIPAA-covered interfaces, including sources, destinations, message types, exchange frequency, and data elements
- Implement and maintain document management systems and governance processes (version control, access management, naming conventions, retention) aligned with HIPAA, CMS, and State of Mississippi records requirements, if a solution is procured
- Plan and execute the potential Cloverleaf configuration migration, including migration plans, validation test strategies, rollback procedures, infrastructure and vendor coordination, and post-migration interface validation
- Lead and coordinate a small team of contractors, providing technical direction, mentorship, work assignment, configuration and code reviews, and quality assurance reviews
- Facilitate team meetings, manage workload and deliverable timelines, escalate resource or scope conflicts, and deliver status reports to IT leadership on interface operations, open issues, and project progress
- Participate in interoperability project meetings, vendor coordination calls, and CMS compliance reviews, with occasional in-state travel
Required Qualifications
- Ten (10) or more years of progressive healthcare information technology experience with direct, hands-on experience in HL7 and/or FHIR-based healthcare interfaces; any combination of HL7 v2.x and HL7 FHIR experience totaling ten (10) or more years is acceptable
- Demonstrated experience with healthcare integration engines, preferably Infor Cloverleaf, Rhapsody, or equivalent enterprise integration platforms
- Strong understanding of healthcare data standards including HL7 v2.x, HL7 FHIR R4, CDA, CCDA, X12, and USCDI data element requirements
- Experience with healthcare interoperability in a Medicaid, managed care, hospital/health system, or EHR environment
- Experience with EHR interfaces and clinical data exchange
- Demonstrated experience implementing and maintaining document management systems and establishing document governance processes
- Experience leading or supervising technical teams or contractors, including work assignment, quality review, and performance oversight
- Strong understanding of HIPAA Privacy and Security Rule requirements as they relate to healthcare data exchange and interface operations
- Experience with interface documentation, data flow mapping, and interface process improvement
- Excellent written and verbal communication skills, including the ability to create technical documentation and present findings and recommendations to IT leadership audiences
- Master's degree in Information Technology, Health Informatics, or a related management or technology discipline
- Ability to pass a state background investigation, comply with HIPAA requirements, sign an NDA, and complete security awareness training within 30 days of onboarding and annually thereafter
Preferred Qualifications
- Experience working in state or federal government IT environments, preferably within a Medicaid, healthcare, or human services agency
- Direct experience supporting CMS interoperability mandates including CMS-9115-F and CMS-0057-F, including FHIR API implementation and compliance documentation
- Experience with Infor Cloverleaf configuration, administration, and environment migration
- Experience with MarkLogic or similar NoSQL databases in a healthcare data management context
- Experience with FHIR API development, testing, or implementation including US Core and Da Vinci Implementation Guides
- Experience with SMART on FHIR and OAuth 2.0 authentication frameworks for FHIR API access management

- Experience with corporate or enterprise document management platforms
- Experience with cloud platforms, particularly Amazon Web Services (AWS), in a healthcare or government context
