Original job description

Description JPI is seeking an Agile Scrum Master – Data Governance Specialist to support the U.S. Coast Guard (USCG) Office of Cyberspace Forces (CG-791), primarily supporting the Federated Data Team. This is not a traditional Scrum Master role focused solely on facilitating Agile ceremonies. The successful candidate will help establish governance structures, implement standardized processes, and coordinate data-related initiatives across multiple Coast Guard organizations. The ideal candidate combines hands-on Agile leadership with an understanding of data governance, cybersecurity operations, and federal stakeholder engagement. This individual must be comfortable implementing processes, working across organizational boundaries, and supporting senior military and civilian leadership.

At JPI, we strive to empower our people and excel for our clients. We hold ourselves to high standards and prioritize our values of being one team with unwavering integrity. We are motivated by our mission and driven to deliver solutions that exceed expectations. Will you join us?

Responsibilities Include:

  • Lead Agile ceremonies, including sprint planning, backlog refinement, reviews, demonstrations, and retrospectives.
  • Develop and implement standardized workflows, governance processes, standard operating procedures (SOPs), templates, and process diagrams to support Federated Data Team operations.
  • Configure and maintain Jira boards, workflows, backlogs, dashboards, and Confluence knowledge repositories to support team execution.
  • Coordinate across USCG organizations to align priorities, manage dependencies, and track data-related use cases and deliverables.
  • Support development and implementation of data governance structures, decision-making processes, and operational procedures.
  • Facilitate governance councils, working groups, and stakeholder meetings, including engagements with senior Coast Guard leadership.
  • Manage the full meeting lifecycle, including agendas, read-aheads, facilitation, minutes, decision documentation, and action-item follow-up.
  • Support identification, documentation, and prioritization of cyber workforce and operational data requirements.
  • Develop executive briefings, governance documentation, business rules, and other written products to support decision-making.
  • Promote Agile adoption, process standardization, and continuous improvement across participating organizations.

Requirements

  • Bachelor’s degree required in Business Administration, Information Technology, Computer Science, Data Science, Information Systems, Cybersecurity, or a closely related field.
  • Agile certification required, with Certified ScrumMaster (CSM) or equivalent as the minimum qualification.
  • Demonstrated experience serving as a Scrum Master, Agile Lead, or similar role within a federal government environment.
  • Federal government experience required; USCG, DHS, or DoD experience preferred.
  • Hands-on experience implementing Agile frameworks, governance structures, and standardized processes, not simply participating in established processes.
  • Strong working knowledge of Jira and Confluence, including configuring team workflows, boards, and documentation structures. Administrator-level experience is not required.
  • Experience supporting data-related initiatives, including data governance, data stewardship, data analytics, or enterprise data management.
  • Understanding of cybersecurity operations and their relationship to data management and operational requirements.
  • Experience facilitating cross-functional teams, managing organizational dependencies, and briefing senior government or military stakeholders.
  • Strong process development, technical writing, facilitation, and stakeholder engagement skills

Preferred

  • SAFe Agilist (SA), additional SAFe certifications, or PMP certification.
  • Experience implementing data governance frameworks or enterprise governance councils.
  • Experience supporting senior military leadership, including O-6/Captain-level councils or flag officers.
  • Familiarity with Joint Cyber Warfighting Architecture (JCWA), Joint Common Runtime Stack (JCRS), or Big Data Platforms (BDP).
  • Experience with data privacy, legal review, records management, authorization processes, or development of related policies and SOPs.
  • Relevant data management or cybersecurity certifications.
  • Experience establishing command-and-control (C2) coordination structures and standardized processes for managing operational use cases.

JPI is committed to creating a diverse environment and is proud to be an equal opportunity employer. All qualified applicants will receive consideration for employment without regard to race, color, religion, gender, gender identity or expression, sexual orientation, national origin, genetics, disability, age, or veteran status.

JPI is hiring for several positions and will consider your application across our current and future openings. Expected compensation for this role is between $80,000-120,000, including a generous benefits package with comprehensive healthcare coverage. Please note that final compensation is dependent on a variety of factors and is reviewed regularly for both internal and external equity considerations.
