ABOUT JP SERVICES
JP Services is a Gulf Coast and Permian Basin industrial services company with about 150 employees. We provide bundled testing, inspection, and cleaning services (integrity validation, chemical cleaning, nitrogen, pigging, chemical flushing, and unit decontamination), primarily to midstream pipeline operators. Our teams work out of offices in Houston and Pecos, Texas.
POSITION SUMMARY
The HR Generalist advises management on staffing and employment decisions, interprets and implements HR policies, and resolves employee matters across Houston and Pecos. The role uses independent judgment to assess workforce needs, evaluate employee relations issues, and recommend practical solutions that support business operations and compliance. The anticipated workload is approximately 60% recruiting and workforce planning and 40% HR operations, with priorities adjusted to business needs. Working under the general direction of the Vice President of Finance & Administration and with Division managers across Houston and West Texas, the HR Generalist assesses candidates, interprets policies, and develops recommendations for management. Management retains final approval of headcount, offers, compensation exceptions, terminations, and major policy changes. The role also performs the operational work needed to carry out its HR responsibilities. This role is the first addition in a planned expansion of our Human Resources Department. We expect the department to keep growing, with additional HR positions added over time to support the company.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Recruiting and Workforce Planning
- Lead recruiting for field and office positions based in and mobilizing from Houston and Pecos.
- Assess staffing priorities with Division managers and recommend hiring plans based on workload, skill gaps, turnover, and labor availability.
- Advise managers on job requirements, selection criteria, and position design.
- Post openings on job boards, social media, and the company website; source candidates directly.
- Screen resumes, conduct interviews, and evaluate candidates' qualifications, experience, and fit for the role. Recommend finalists.
- Guide managers through candidate evaluation and resolve conflicting interview feedback. Schedule finalists and maintain the JP Services interview standard: interviews of at least 30 minutes, at least two JP Services interviewers per candidate, and two hiring sign-offs before an offer.
- Collect and evaluate interview scorecards and hiring sign-offs before offers are sent.
- Prepare offer letters and coordinate pre-employment steps: reference checks, background checks, drug screens, and motor vehicle records for driving positions.
- Build hiring pipelines through trade schools, colleges, Texas Workforce Commission offices, and veterans' programs. Recommend partnerships based on workforce needs and results.
- Analyze vacancies, candidate pipelines, and time-to-fill; report hiring status weekly to the VP of Finance & Administration and recommend changes to recruiting practices or staffing plans.
HR Operations
- Coordinate new hires, terminations, and title or pay rate changes using the applicable checklists, ensuring all required steps are completed accurately and on time.
- Manage onboarding and lead new-hire orientation; collect onboarding paperwork and Employee Handbook acknowledgments.
- Complete Form I-9 employment eligibility verification within required timelines.
- Maintain accurate, confidential personnel files and HR system records.
- Serve as the first point of contact for the HR mailbox. Evaluate employee questions concerning policies, pay, and benefits; resolve issues within delegated authority and recommend solutions requiring management approval.
- Guide employees through benefits enrollment and open enrollment, interpret benefits and leave policies, and evaluate leave requests in coordination with the PEO.
- Partner with the Finance & Administration teams on overlapping duties, including payroll (setup, pay changes, and final pay) and administration.
- Manage the company uniform program, including ordering, issuing, and tracking employee uniforms. Identify service or cost issues and recommend improvements.
- Work closely with the company's PEO on payroll, benefits, and HR compliance matters.
- Partner with Safety Division employees and third-party safety administrators to evaluate employee matters.
- Prepare weekly and monthly HR reports for Executive Management. Interpret hiring, turnover, and employee-relations trends and recommend actions to improve staffing stability and management practices.
- Represent HR in company-wide initiatives.
- Support compliance work: required postings, EEO-1 reporting, unemployment claims, and employment verifications.
- Lead assigned HR improvement projects and support Employee Handbook updates and policy rollouts.
- Perform other duties as assigned.
